fallawthe leader sharp increases in the cost of cjovern- rnent which have spread from senior polj- ticians to the grass roots as we are prone o refer to our municipaj officials are caus- irtg mounting concern oh two points in a smali way we wonder just how far those in authority can reach into a tax payers pockets until- voters rise in righteous wrafh jj and in a much larger way we worry about how politicians expect to curb ihfla- tionary spirals when they talk economy with one breath and inflation with the next in ontario the provincial government has been consistent in this respect the legislature has voted itself salary increases which even the strongest union would be hesitant to suggest and it has created the means for other smaller units of government to follow the leader so it is that while our town and coun ty salaries have left themselves open to ex treme criticism with staggering salary in creases last week theyjwere only acting as human beings will yielding to the theory that because the law allows it is justified while it is worrisome enough that georgetowns taxpayers must cough up an extra 10000 this year to pay nine council lors alone plus an extra 10 per meeting for the two who are county council mem bers plus the 3000 yearly fee for a county ooard of ducation representaitve this is orjly small potatoes compared with the problems being created- in what position has this placed our town f athers when it comes- tobargaining r with an employees union and a police association where do our county officials stand in similar negotiations with works em ployees and health unit nurses and does this not automatically lead to substantial increases for department heads and office employees and how long are men and women who devote their afterhours to serving the community as unpaid firemeh ambul ancemen members of parks board ceme tery and library boards planning and indus trial commission members going to con tinue knowing that others are drawing sal aries of several thousand dollars a year for other facets of public service all about those students my mind is so scrambled social thats because they are right now that ill bo lucky if idealistic want action and are i j to see things in blacks i can write three understand able sentences ive been trying o explain to my daughter in an hour or so such things as- marxism and communism why the russians and chinese types are different where fidel castro fits in why where and when the nation of israel was ceated and why the jews notably nonbelliger ent for about 15 centuries have a chip 4he size of a brick on their shoulders these days from thara w wandered to mahatma ghandi tha congo nationalism in africa separat um in canada tha jjuck pow er movement in the states growing negroes and whites or today blacka and reds but the fact remains that the universities over the years have become the ojrily truly free oenuterratbeltumidj of sound crticism of society and its ills in addition to their normal function of leaching people to think andor learn a profession atskill and another fact remains the universities on the evhole under pressure from within and without have made a tre mendous effort to rous6 them- selves from their stately torpor and scramble into the twentieth antisemftlsin among j century even though its twd- nd her biology test i thirds over on the dissection of rs which j in the process they have takes place tomorrow morning i leaned over backwards to free i themselves of the rigid puritan golly it would be nice to i traditions of even 2b years ago have once again a little girl wh i was there living in the who asked such simple ques tions as dad does god have to go to the bathroom if you cant lick em token payment only i r f t ij for several years since salaries became common for councillors we have argued that these should be token amounts only a council member we say receives his main payment in the knowledge that he is contributing his time and talent to one of the most important ways he can serve his neighbours and in the prestige of guid ing a towns destiny to this should be added any out of pocket expenses for outoftown trips time lost from work if a councillor is an hourly employee and a yearly fee for service perhaps 500 to cover other expenses which might occur a higher fee for a mayor is in keeping and we consider 2500 or 3000 for this a more than adequate remuneration it will be argud that only by paying higher salaries wijl we get the calibre of person we want on our ruling bodies not so our town mae progress and was efficiently governed for years by men who didnt receive a penny it got equal service from councillors who were paid 5 a meeting 8 a meeting 12 a meeting 20 a meeting nor was there ever a dearth of candidates for office in any of those periods of time haltonmp irudlwhitino m reports ffrom in the mail bag radicals exemplify best in todays youth 8 campbell or in their advertising campaign if not universally have always been so now im a fascist and a mens residence we were al lowed to bring girls into the place once a year on a sunday afternoon for a heavliy chap eroned cocoa and cookie party in the common room now wow tm not advocating a return to those days when university men and women were treated like bright juveniles who were basically sexfiends and alco hol ics but i am dismayed to see these once great institutions cowering and cringing under the attacks of malcontehted marx ist wolf cubs who represent a fraction of student opinion as monfecai richler pointed out recently the real yuk of the whole affair is that while the mental rikhts of its citizens either a form letter or someii i thing completely alien to what you asked ml if paid councillors and school board members have become the rule then there is only one thing to do make municipal politics a full time ob there is no argument which can sup port paying an individual 60 a week or mere for his spare time rather than getting better men for the job as the pay proponents will say it possible that we are heading for poorer and poorer quality by putting a price tag on the position to justify this kind of spare time in come a councillor must put more hours more effort into the job than he can spare if he has a responsible position in private life the salary then can discourage ra ther than encourage those better people we are always talking about who should be running for office bad for everyone to sum up we consider the present salaries paid to council and school board members exorbitant inflationary and un necessary it places an undue burden on taxpay ers in a growing town which by councils own estimate should spend over a million and a quarter dollars alone on necessary capital miprovements this year it creates problems for men who want to run for council and for men who once elected want to retire from office i it sets a scale of pay for afterhoufs work which even in this inflationary age is completely unrealistic it was generally agreed mcnts anh human rights and lhat the constitutional confer- language rights are important etitr hrld laft wck in ottawa an essential to individual ii was and perhaps the most crucial one s that a councillor once elec ted private income oo a week is a money his standard of living is upped he becomes used to this extra and when elec tion time comes again it is only human fo consider an income drop what we are trying to say is this with token payments a councillor does h s best during his term of office and when the tme comes when the ob begins to pall when he finds he cannot devote the time to it cannot take the criticism he gets there is nothing to stop him from stepping out with present salaries no matter how council work might interfere with his
