potential of the dominion prov- incial conference that took place this week its effects will be far- reaching and certainly will influ- ence our own problems here in halton i the premiers of the ten provin- j ces and their advisors met prime minister diefcnbaker in the great stone railway committee room in the cetitre of parliament hill i 1 was inrtunatch able to hear much of the discussion between my own committee meetings and the nor mal sittings of the house of com mons john diefentjakcr standing beneath a huge map of canada and a large greying picture of the fa thcrs of confederation welcomed the provincial leaders and st the atmosphere for the meeting the prime ministers tact and tikt a- chairman were soon idcnl and at the end of thi monday and tuesday meeting the provincil i fri doubt that it has been the most successful conference to date and while somewhat prelim inary in nature it was indeed a most necessary step towards a re assessment of financial matters be tween the dominion government and the tetrprovinees this is a problem we had pres sed for long before the election and one which it seems evident is now about to come to pass possib ly once again the truemeaning of confederation in this country a spirit of unity and cooperation will replace sothe of the conditions which existed before the hon leslie m frost prem ier of ontario began the presenta tion of the provincial briefs speak ing for his province be outlined the tremendous growth which we all know sp well last year almost half of canadas total population in crease took place in ontario near ly a juarter of a million additional people the tremendous burdens of added education costs hospital services roads and other problems are felt in ontario perhaps more than in any other province and due largely to this tremendous po pulation increase speaking smoo thly and in his own mellifluous style the premier argued that tl provinces need and are entitl to a considerably larger share of di rect taxation at present they are allowed 10 per cent of personal n- come tax and 9 per cent of corpor ation profits the premier urged from a position not of desperation pr depression into which many fed eral liberal politicians appear to be trying to talk us but from a position rathec of optimism and po tential strength the opportunity was there he said but the addi ional funds must come to serve as tools to exploit it we have een all these things in our own county of halton and the arguments might well have been directed for the needs and benefits of our own mu nicipalities premier provincial rights of quebec although not giving par ticular figures duplessis reiterated much of his argument from the previous conference in 1955 he r it must not be a return but a restitutionto the provinces of their original rights and privileges que bec as always taken a particularly strong stand on provincial rights and its chief exponent had many case of evidence to provide wear ing a fine white carnation as were the other premiers mr duplessis argued that mackenzie kings journey into the succession duty field supposedly to check on whether a man had paid his in come tax during his life was an unfortunate and complete negation of british justice a man obvious ly cannot defend himself when dead 1 the honourable robert stan field the tall and spare premier of nova scotia speaking for the first time at such a conference told of the plight of the atlantic lroinces with slow population growth and great distances to mar kcts their economic situation has been most perilous one figure that came to my attention was the fact that the average income in nova scotia was about 1000 off i hand it seems to me the latest figures for our own county are in the neighborhood of 4000 and perhaps this is some measure of l the plight of the mari times the i bcechwood project however re- 1 cently announced by prime mini ster diefcnbaker was a wonderful step in the right direction and with new power sources the mari- times would be able to achieve much plrogress on tuesday morning i bad heard the fortunate mr manning of a1- bcrta describing his own particu- 1 lar provinicial problems alberta j with its wealth of gas and oil hasi fared much better than some pro- 1 vinces and it remained for joey small wood of newfoundland with bow tie and bouncing energy to tell the real tale of woe and deso- latoin speaking extemporaneous ly and with great vigor he describ ed his advocacy of confederation and the tale of how nine years ago we gained our tenth province newfoundland he said had been the oldest the most loyal and closest colony to great britain their funds for education and services were tremendously low and he placed the economy of this our newest addition at some 25 years behind that of the three maritime provinces at present for instance there are just 120 miles of paved roads-in- the whole of newfoundland indeed this was a neloquent plea for his pro vince as i mentioned before this was a great occasion the premiers will meet again in ottawa some time early in the new year and much of the particular bargaining and special outlines will then be worked out in
