payable in each of such years shall be the amounts so designated in schedule a hereto annexed 3 the debentures shall be pay able as to both principal and inter est in lawful money of canada and may be made payable at such place or places in canada as shall be designated thereon i- the said debentures shall be scaled with the seal of the corpora ation and signed by the head of the council or by some other per son authorized by bylow to sign the same ond by the trcosurer the said ihtcrest coupons shall be- sign ed by the treasurer and his signa ture thereon may be written stamped lithographed or engrav ed i 3 commcncliib in the year 1053 and thereafter in each year in which an instalment of principal of the said debt and interest become due the corporation shall levy and rnisc the specific sum shown for the respective year in the fourth column of the said schedule such sum shall be levied and raised by a special rate sufficient therelor over and above all other rates upon all the rateable property in ihe municipality 6- the suld debentures may con tain u clause providing for the reij- islrntloit thereof pursuant to sec tion 338 of the municipal act 7 pending the sale of the
