cleaver representing the town of burlington cross examined the witness the solicitor berated the township for sending out a letter dated october 26 to the ratepayers in which he noted the township in tended to form a township mun icipality which would retain the status of a township the letter he noted hinted that nelson council wouldnt be adverse to retaining the name nelson he then charged that higher provincial grants were the prim ary reason for asking the applic ation and deplored the lack of planning indicated when mr sims admitted neither of the planning boards had been approached for their opinion before the applicat ion was made to annex the town the idea behind it was the creation of a larger township to save taxes asserted the solicitor the solicitor went on to question the townships agreement for sub- dividers and asked that the agree ment be read board chairman rowland was quite surprised when he learned that a subdividcr must go out and buy some fullyservic ed industrial site and turn it over to the township in order to have a subdivision onethird the 8ue on the matter of assessment mr cleaver stated that of burlingtons total assessment 2476 per cent was
