away of the winters accumulation of debris many times we have advocated a municipal system of garbage collection the following item from the qrillia packet and times in a few brief words shows how practical and inexpensive has been the inaugur ation of such a system in onllia other towns are holding a cleanup week ih onlha a tremen dous step in this direction was taken when municipal garbage collection was introduced this spring there are none of the accumulations of refuse and ashes that the thawing of the snow used to reveal jnd the cost is so very small that it is really a great saving less than 125 per annum for each house and place of business edpdrjl a needed mprovement the coming of summer and the needs of the season are brought tjo the attention of citizens at this time one of actons good eltizens pointed out to the editor the other morning that the bathing facilities at fairy lake smild be wonderfully im proved by the expenditure of a few dollars the diving boards and platforms are in good repair the greatest need at the moment would seem to be for two new fairly well constructed dressing rooms properlyoutlltted jehecommunity work with gravel and sand at the beach a couple of years ago was a big improvement could another similar affair be arranged again this year actons park has had many improvements in the past few years and its present appearance is due to these efforts of the community at large more and more it is becoming a centre for the activities of the young people and the pleasure of older residents it would seem logical that the next move would be toward improv ing the bath facilities if the council cannot afford the funds for this purpose possibly some of the organizations who have always risen to the occasion will concentrate their efforts toward providing the proper facilities and when provided they should be properly supervised further improvement t while the subject of the park is uppermost in our thoughts and the summer time brings itsbeauties to those who go there often the need of more shade and ornamental trees here is seen by all acton has a beautiful piece of ground admirably situated for park and recreational activitiesvthere is only one thing lacking and that is a beautiful grove of trees the place for such a grove is available jit the west erly section and in the section known as the pdlnt it would interfere with none of the present athletic activitie other events which are carried on at the park- an occasional new maple about the en trance would also add much as well as the tilling in of the avenue of shade trees encircling the outside of the track with commendible foresight a nura- erolyunglresjiaejbejgnundjexjmtiiyajiorlta -w- chronicles of ginger farm written hpechulv for the freepresa present time and gen erations to come will appreciate the work that we carry on in this community ground just as we now appreciate the wisdom and foresight of those who provided the site which acton park now occupies not a permanent solution the announcement is made that the federal and provincialgovernments will continue to contribute toward direct relief and that the former joint plan of stimulating joint public works would not be re newed this will in some measure make clear to municipalities the procedure thatistobetaken in dealing with the situations they meet in a prepared statement the prime minister of ontario made it clear that while twothirds is simply the minimum joint contribution of the governments and that where municipalities are in especial difficulty which arises usually through nonpayment of taxes or in ability to collect them the provincial government will contribute more just what can be construed from this statement is rather vague it would t appearon the face that municipalities who have been spendthrifts and not used care in the adminis tration of their affairs are now to be given extra assistance if they holler loud enough without a doubt it is advisable that all institutions should re main solvent and pay theirjust debts it is also questionable if such a promise is conducive to thrift and judicious expenditure it is tabe remembered that the government funds come from no mythical source but are made up from taxation on all people therefore the governments are not contributing anything but what must eventually come out of taxa tion in some form just why the municipalities who have been reckless in their finances should be bene fitted to greater extent is hard to understand it is not conducive to thrift and a permanent solution of the present dilemma the question arises just how long can those who have to the present met their obligations shoulder the further duties of caring for the financial foolishness of other municipalities every man in public office today requires the sym pathetic help of every resident of the dominion to meet the unusual situations arising it would seem that temporary measures are not arriving at a definite solution perhaps however in the evolu- tionarydeyerdpnient they aremaking foramortv palative preparation of the real dose when the ad ministration trine comes another source of revenue in an article last week the burlington gazette brings out an interesting point when most munici palities are endeavoring to raise- revenue from every available source an important appeal decision was given at osgoode hall toronto on monday in regard to assessing large billboards erected by sign com panies on farm lands and vacant property the case was c e marie ltd v municipal corporation of towtlojlsandwich appeal by company byway of a stated case from an order of- his honor judge coughlin county court essex confirming the deci sion of the court of revision as to the assessment of the plaintiffs properties the company carries on an advertising business and in connection therewith arranges with the owners of lands for the erection of billboards on payment of an annual rental and pro viding for their removal these billboards were held to be structures assessable under the assessment act in the special case stated it was asked whether the structures were assessable and if so should they be assessed against the appellant as tenant aswell as agamt the owner of the land and if the appellant is properly assessable for business tax in respect of each structure a j gordon for appellant j sales k c for respondent judgment declared that the structures are assessable as buildings both owner and tenant are liable to be assessed and each structure assessable for business tax it we owned the goose thatlaid the golden gggs or had we the majjlc touch of midas then i would like to round up about a dozen unemployed willing workers and set them to work at dinger farm partner i am sure could fljid jobs for half a dozen and i could quuo easily and work for the rest i would give one the outside of the house- to paint jinother could work in the flower garden set out new shrubbery and dig a- couple of flower beds mowing tie- lawn and cutting the edge3 would keep tinother man occupied and a fourth could rake every place in sight and jfeep a bonfire going for about two days the other men could quite profitably put in their time on the henhouse besides the men we could do with six women two to be responsible for all the extra cooking one for the house work another i would present with the arrears of mending a fifth might do some dressmaking and the sixth we the sixth might write up ginger farm for a change when each one had flntsn ed her job- then we would have one glorious bee and clean the whole house from attic to cellar oh my what a wonderful place it would bel so chang ed so tidy that we should have to rut up signs here and there announcing this is ginger farm but alast the touch o midas is lack- 1iow to super fob comb honey editorial notes a conversation these days with any of our neigh bors from the republic to the south of us leaves one with ateeling that ganadiariitrrave a greatdeal for which to be thankful victoria day is just as popular a holiday as ever even if it is many years since this beloved monarch ruled over us ifwould seem that may 24th was an event in the calendar of observances that will always remain the toll of accidents on the highways and on the waters has again started to characterize the news reports of monday mornings many a pleasurable outing is turned into a casualty by a brief moment of thoughtlessness the lindbergh tragedy grows more appalling as more revelations are divulged individuals who have exalted the dollar to the high place that allows such sickening traffic in parents feelings should be put out of contact without trial by courts that always prove full of technicalities in view of the present controversy over radio broadcasting and its control and ownership in the dominion the presentation to the editor of an auto graphed booklet by sir harry brittain of acton england is doubly interesting at the moment the subject of the booklet is the a b c of the b b c and is termed the romantic story of british wire less a perusal of this volume at the moment ha5 not been possible and after the opportunity for digest is afforded we will attempt a brief review it is just a year ago thiweek that sir harry brittain made his visit to acton which was such a pleasant occasion when many of v were privileged to meet this gentleman from the motherland who has such a wide and interesting fund of knowledge of world affairs ing andthe only eggs we getaretrom common or gardens hens which are decidedly minus any lucrative value arid so we must meander along going from one job to another always with the con sciousness that there are also other jobs equally important still waiting to be done oh its a great time is spring time a time when there is so much to do one hardly has time to think but thank goodness we can see and hear and apreclate all that is lovely without any conscious effort and the loveliest thing on the farm today is the develop ment of young life one day this week i was helping partner fill bags to go for chop and i heard such acheeplng and acoolng and afluttering going on in the straw mow and there high up on a beam were mr and mrs pigeon forcing their two children out of the nest in their endeavor to teach them to fly talk about cruel to be kind there was surely a good example there the parent pigeons pecked and pecked at the poor little baby ijirds until they were driven out ot the nest and along tie beam then they would follow them up peck at them again and again until in selfdefence the poor tormented little birds would take to their wings and fly now i supopse the young pigeons are already equipped to wing their way through life they have been given thel- lndependence and are now expected to shift for themselves there is no pamper ing of their offspring in the pigeon family once the children are capable of getting their own living they have to get it while father and mother ro their own way and enjoy their well- earned leisure perhaps we might learn a lesson from the pigeons i another thing of interest we have ac quired is a bundle of yellow and white fur which goes by the name of peter peter is a little collie pup about two months old and the reason we have him is that stump our oneeyed warrior has disappeared since fie was not a dog to wander we fear he has met a violent death and ginger farm will know jilm no more poor old stump he was a veteran of many wars and his chief characteristics were a fondness for running after cars and a rooted dis like for hawkers peddlers and jewish truck drivers somewhere somehow i fearhe has met his waterloo and it will be a long time before little peter will be as useful as we found our fathful old stump patch the little terrier strongly re sents the introduction of peter stump was tolerated but peter encroaches too much on patchs own territory he is played with and made a fuss of by the children he is allowed in the house at times and enjoys other privileges which patch had hitherto regarded as his own consequently he shows his resentment by refusing to play and by growling and snapping whenever peter gambols in sight time we hope will improve his manners and morals then we have something unique in the way of cats anov kittens generally where there are two mother cats they are jealous of one another butmoppet and scotfle share one common nest and their kittens are promiscuous feeders it is qute funny to see them all cuddled up together in one corner ahd the cats seem to take it in turn to go out hunt ing for their family the chickens continue to thrive and their number has increased to a little over forty they love the sunshne and green grass and they are the hungriest happiest little things one could wish to see in speaking of young things i almost forgoj to mention we have yet another calf fortunately we also ship ped out- two veal calves just recently and thareby hangs a tale they weref splendid little fejlows two of the best finished calves we- have had for a long time but when we got the cheque it was only but nol i cannot brtrjg myself to tell you it is thngs like that bring strong men to tears i to produce contdtioney successfully two things ore essential first a strong colony of bees and secondly a heavy flow of nectar assuming these two factors are present the next point to consider is a plan of manipulation whereby the bees may be made to make the best use of the nectar available the two greatest difficulties in the produc tion of comb honey are first to keep the bees from swarmlcg and secondly to force them to build full clean sec tions both problems can be largely if not completely overcome by skillful superlng while different comb honey producers may have different methods in building up their colonics for the flow there is very little difference in the methods of superlng the following system has been largely uscdnat ottawa and has proven very satisfactory at the beginning of the main honey flow a shallow super of extracting combo is given above ft queen excluder to each colony when the colony on scales shows a dailygain of one and a half to two pounds the super of extracting combs is raised and two wipers of sections are placed between it and the brood cham ber of the colony leaving the queen excluder beneath the supers of sections a bee escape board fitted with bee escapes is placed between the supers of sections and the super of extracting combs as soon as the bees have gone down from the super oi extracting combs t is removed and given toa colony that is to produce extracted honey when the bees are working freely in thesiipfta of sections and they are from one half to twothirds filled with honey these two supers are raised and a third one placed beneath them if the honey flow continues fourth or even a fifth super lowest price in 15 years m fresh from the gardens mayzlkaciaeajuohtl2amejnftnnerwhen preparing the supers of sections it is advisable to place all the sections in the centre of the super with one shallow extracting on each aide next to th walls of the super these combs act as bait and will draw the bees up into the super much faster than without them extreme care must be taken not to overtsuper after the peak of the flow has been reached otherwise a jarge por tion of the sections will remain unfilled it is much better to crowd the bees as the flow tapers off a colony of bees on scales throughout the active season acts as an indicator of the amount of nectar coming in daily and is a guide to t superln of t the past is for us but the sole terms on which it can become ours are its suo- other peoples troubles are concerned it is- quite remarkable- how we can aluavs- point out to a grieved and disappointed friend how easily affairs might have been worse when we ourselves are disap pointed we are inclined to think that nothing could possibly be worse our own storm clouds never have a sliver lining it would be much better if we could reverse the usual procedure instead of lavishing our philosophy on our friends when they are in trouble let us leave them to find out that conditions are not so bad as they lght be and turn our searchlight on our own affairs the friends who resent our optimism over their hard times have consderabl excuse but no thoughtful person should resent others being optimistic over their own troubles the biggest force ox earth public opinion is the biggest force on earth we can no more ignore it than we can ignore- gravitation- someyoun men and women have an idea that they can dey public opinion and still come out ahead but such an attitude reflects on their common sense the tact that you have done nothing wrong will not save you from disaster- provided you have done something that looks wrong the publc sees the outside only it is not interested in the fact that your conscience gives you a clean bin of health for it knows nothing about that the young men and women who have no regard for appearances are making a big mistake vou
