Chairman Steve Robillard said local businesses are upset that transient vendors such as chip wagons can come in during Winterama and sell their wares. "They're coming in for that one weekend and making a killing. We never see them again un- til next year," he said. The committee said it was unfair to the more permanent shop owners who contribute more to the community than the fly-by-night operations. The main concern was that the vendors would set up in front of another restaurant, such as the Dock Lunch, where a number of activities are to take place. . The most travelled areas are where the ven- dors try to set up shop in th order to bring in more business, which could be a problem if the traders are near a local mer- chant's establishment. The committee has been looking at ways, of suspending the transient trader's licence, which can be purchased at the town hall for $50. However, clerk Yvon Gagne said the procedure for doing so isn't that simple. 'Legislation is not meant to be turned on or off whenever you want. You can't have a bylaw to cover just part of a year." One suggestion Gagne made was to make the licensing illegal year round. The only present prevention is ensuring the vendors stay in pro- per commercial zones. "The licence doesn't give them the privilege to go on private property. They have to be on that land with permission from the owner." Gagne said the fines for illegal vending range in the hundreds of dollars, depending on the deci- sion of the judge.
