NOTICE OF INTENT TO DESIGNATE TAKE NOTICE that the Council of the Corporation of the Town of Penetanguishene intends to designate the property, including lands and buildings known municipally as "The Municipal Office Building and Council Chambers', 10 Robert St. W., as a property of architectural and historical value and interest under Part IV of the Ontario Heritage Act, R.S.O. 1980, Chapter 337. Reasons for the Proposed Designation The Building, now known as 'The Municipal Office Building and Council Chambers" was erected in 1891. At that time, the building was used as a fire hall, police sta- tion and Council Chambers. It was designed by an architect, Mr. J.N. Galt and built by a well known contractor Mr. Alfonse Tessier. The building remained with the same use until 1959, when the interior of the building was gutted by fire. It then laid empty for the following 9 years until the 'Town Fathers', in 1968 had the building renovated to include the municipal offices. Through its entire existence, excluding the period of vacancy, this building has been the focal point of municipal government for the people of Penetanguishene. This late Victorian structure is a two storey building notable for a Queen Anne styling seen mainly in municipal utility buildings between 1860 and 1900. The original hose tower roof consisted of a tripartite design. The shaft of the tower is well proportioned with its corbelled brick banding and appears to have once had four "'sleepy vertical windows'. The lower floor of the building is random coursed square cut rubble and extends to the upper floor level, and was at one time terminated with a cedar shingle overhang. Of the main building's brick work, to be noted are the three - 7 header, round headed window arches on the main facade and the bands of coloured and corbelled brick which run both horizontally and diagonally. The classical proportions of the roof with its architrave return provide for a well balanced elevation and the Queen Anne style. The main facade, in the gable area, had had a rectangular decorative and func- tional vent with both signage and building date laid out in a traditional tablature and scroll manner. The original window arrangement of the street elevation was quite sophisticated with the 8 over 8 rounded headed windows of the Council Chamber. There are only a handful of communities in the Central Ontario/Georgian Bay area which have surviving Queen Anne public buildings. As such we are extremely for- tunate to have a fine example of this style in our community.
