One of them is Steven Kaasgaard, who is running as an Independent Green in Simcoe Centre riding. Approached about having a party platform published for today's edition of the newspaper, Kaasgaard on Sunday afternoon submitted the following material, which he had in the back of his ear. It comes furnished with the name of one Peter Franke, with a Toronto address and telephone number. We were unable to contact Mr. Franke but there is reference in the article to a constitutional discussion paper of the Green party of Canada, and the text submitted by Mr. Kaasgaard is reprinted here: Participatory Democracy Democracy is a Greek word and means people-rule. It has been defined as a govern- ment of the people, by the people, for the Green Party talks about 'people-rule" people. For the People How much of a government has to be for the people to satisfy this part of the definition? To be a hundred percent for the people means that the bureaucrats would have to work for the people voluntarily. But not even a good charity organization works at a hundred percent efficiency. In other words, a bureaucracy is not for the people but for it- self. A bureaucracy is a government of the bureaucrats, by the bureaucrats, for the bureaucrats. Of The People In order to be of the people, a person has to be for the people. It is not merely a matter of reading the three parts of the definition one by one, but it is necessary to determine how the parts of a system are interrelated. A system is a whole that is greater than the sum of its parts. Bureaucracy is another working model, it may not work for the people but it certainly works for the bureaucrats (until they run out of taxpayers).
