Perhaps, but more than 1.7 million Canadians have used funds from CHIP to make im- provements to their home's energy efficiency. More Canadians will benefit from CHIP as a result of a change to the program ~ announced by Energy Minister Jean Chrétien in March. The change allows homes across Canada built before September |, 1977, to qualify for the program grants. This change is ret- roactive to March |, 1984, and will affect more than 1.3. million homes_ in New Brunswick, Quebec, Ontario, Manitoba, Saskatchewan, Alberta and British Columbia. Pre- viously, only homes built before January 1, 1971, in these provinces were eligible for grants. Homes built before January |, 1977, in Nova Scotia and Prince Edward Is- land, and before September 1. 1977, in Newfoundland, the Yukon and the North- west Territories have been eligible for CHIP grants for some time. There will be no change in eligibility criteria in these areas. "The change in eligibil- ity reaffirms the govern- ments commitment to reducing energy demand in the residential sector, and will provide the stimulus re- quired to spur the insulation industry," Chrétien said. The new CHIP date brings the total number of eligible homes across Canada to 7.2 million. CHIP is operated by Energy, Mines and Re- sources Canada, with grant processing carried out by the Canada Mortgage and Hous- ing Corporation (CMHC). Under CHIP, owners, land- lords or tenants receive grants to insulate, weather- strip and caulk single-family homes, semidetached or rowhouse units, small apart- ment buildings and non- profit hostels. The maximum CHIP grant is $500. and covers 60 percent of the cost of ma- terial or 60 per cent of the cost of material and labour. Certain conditions apply. The building must be a prin- cipal residence, be no more than three storeys high and must have been built before specified dates. The grant is treated as taxable income and a T4 slip (Relevé | in Quebec) will be issued for income tax purposes. Materials used must have a CMHC Building Ma- terial Evaluation Report Number. Insulation con- tractors must be certified and listed by the Canadian Gen- eral Standards Board's (CGSB) National Certifica- tion Listing Program. CGSB listing ensures that the contractor has met minimum standards of technical knowledge and _ business practice.
