Lack of raise for treasurer leads to turmoil! MU auae MOORE Midland's' clerk, planner, operator of its water pollution control plant, and a secretary, received raises from the town council on Mon- day. The argument that resulted was over a town employee who was not recommended to be the recipient of a raise. Reeve Bev Day at- tacked a Council Administration Liaison Committee recomm- endation which he said amounted to a raise of 15 percent for the clerk, to $31,500; a raise of more than 10 percent for the planner, to $30,679; a raise of 10 percent to the water pollution control plant chief operator, to $31,264; and a raise of nearly 14 percent to a secretary, to $18,112. The committee was out of its jurisdiction in recommending raises for selected, non-union employees, the reeve said. He has no com- plaints about the in- dividuals. Committee chairman Claude Buck said in- dividuals had asked for a raise, and that others had completed their probation period and passed their review. Commissioner of Works Percy Ehler, treasurer Gerry Morrison, clerk Fred Flood, and _ planner Bryan MacKell were at the meeting of the committee because of other items on the agenda of that meeting, Buck said. Yesterday Reeve Day said the treasurer is a viclim, because he "does not play the game the way they want it." A raise was not recommended for Morrison to put him in his place, Day said. Morrison does not go along with "'the crowd" Day said. During the council meeting the fire chief, deputy fire chief, and clerk had their ap- pointments to their respective positions confirmed, by having completed a one year probationary period, according to the bylaw. Finance committee chairman Alderman Patrick Kearns, asked yesterday if Morrison is on probation, said that he does not discuss personnel matters. He referred a reporter to the town clerk when asked how long Morrison has been an employee of the town. Morrison started as the town's deputy- treasurer on Nov. 30, 1980.. Since Aug. 23, 1982, he has been the town's treasurer. Yesterday Reeve Day,a former finance com- mittee chairman, estimated Morrison is paid $29,000,less than the town's previous treasurer, Allan Goodchild. Depuly-reeve Claude Buck during the council meeting said that each of the four people who were given raises has done "a very good job for the municipality." The deputy-reeve objected to the reeve's attempt to discuss Morrison's case in public. When the mayor overruled him, and overruled his appeal, Buck announced he was leaving, bul did not do so. The council meeting became a confusion of points of order, motions to vote on points of order, and a motion to adjourn, from Alder- man Nancy Keefe at the mayor's request, which did not occur. During the argument, the reeve left the meeting. He was criticized in his absence for leaving. Yesterday the reeve said he should not have left, but said he was "frustrated because I can't stand up and speak."' Morrison was ap- pointed treasurer or Feb. 1, 1983, the reeve said. The last raise for non union employees was 514 percent, he said.
