Complex proposal to council by Murray Moore Penetanguishene town council has accepted a subdivision proposal that is, according to Councillor Ray Baker, 'probably the most complex proposal to come before council." On Monday evening, council accepted a town planning board report, and thereby took, according to Councillor Baker, the first of three steps that will end with a subdivider's agreement being presented to the council for its approval Penetang Bay Developments Ltd. proposes to build single family homes on all of the waterfront land backed by Fox Street for- merly owned by both the Beck Company and International Cooperage Ltd., ap- proximately 56 acres. The proposal passed to the council by the planning board includes planning for the building of 95 single family homes. Three blocks are reserved for multiple family housing. The proposal also leaves room for a park at the north end, and a block of land for a future sewage treatment plant. The proposal is so complicated that the planning board included, for the first time ina recommendation, Baker noted, a rider that "Council may feel in view of the complex nature of the project that other parties be empowered to provide their inputs,' this being the second stage of handling. Finally, before going to the council in the form of a subdivider's agreement, the proposal will be considered by the town's housing and development committee. The developer plans to sell the lots for $50,000 each. Town planning policy calls for a municipal sidewalk the length of the waterfront, on the assumption that single homes wouldn't be built in that area. The developer has concluded that single family dwellings will be the most saleable, however, and the planning board has suggested a compromise, that more public open space opening on the waterfront in that area be provided by the developer. In another development matter, council was asked to approve a pay-as-you-go agreement for the development of seven lots in the Therrien Park Street subdivision. The council decided that the matter was too coniplex to be decided on Monday, and that the council's two new~- members, Larry Bellisle and John O'Hara, needed to be briefed, and accordingly arranged for an up- to-date report for the whole council from its housing and development committee in the near future. Bylaw change would benefit home builder Last evening consideration was given by the Midland Planning Board to the recommendation that two single and separate dwellings may be built on one lot in the town. The recommendation would allow the owner of a dwelling on a lot to build a second dwelling and continue to live in the first home unit construction of the new home had proceeded enough to allow moving into the new home. \l present, the governing section of the per- linent Midland bylaw says that only one dwelling may be erected on one lot. The problem that can arise is one of the older house not being demolished after the new house is built. The Midland Planning Board was given the example of Penetanguishene's handling of this problem. A property owner there wishg to build a second home deeds the lot to the town. The deed is held in escrow by the town until the first home is removed or demolished. Before Penetanguishene introduced the agreement, cases occurred in which the property owner verbally agreed to tear down the older home after building a new home, but did not later do so. The mother of Mrs. Betty Levack, Mrs. Lorna Kinnear of Sarnia, more recently of Orillia, passed away suddenly at Soldier's Memorial Hospital in Orillia, on Jan. 5.The funeral service was held at the Lynn Funeral Home in Midland, on Jan. 8. We also wish to ex- press our sympathy to Mr. and Mrs. Vern Caston. Mrs. Caston, the former Margaret Carruthers, lost her father recently. ..Mr. Ges Jack Lawlor dies by BEULAH M. BARR The sympathy of the community is extended to Mrs. Jack Lawlor on the loss of her husband recently. The late Jack Lawlor was a veteran of World War 1 and he farmed in the Warminster area for a number of years before taking up residence at Mount Saint Louis when he and Mrs. Lawlor became the caretakers of the Mount Saint Louis Roman Catholic Rectory. Upon retiring some years later, they took up residence in their new home at the Mount where they lived until a few months ago when ill health was a factor in their moving to Midland where they were residents of the Villa Community Care Centre. They then moved to Elmvyale to the Sienion 9 Citizens Apartment Building a short time ago. Friends and neighbours were sorry to learn of Mr. Lawlor's illness and subsequent death. Congratulation are extended to Mr. and Mrs. Dan Hunniset upon the safe arrival of their little new son born on Jan. 2, in Toronto. Belated birthday congratulations are extended to Jason Smith and his great-great- uncle Jack Barr, 4 Esther Anne Drive, Orillia, who celebrated their special day on Jan. 14. Murray Cooper, is investigating the theft of $500 worth of items from a car abandoned in _ the vicinity of County Road 23 and Con. 1 of Tay, Jan. 22. The vehicle, owned by 30-year-old Michael Moreau of Barrie, reportedly was involved in a single-car crash on Saturday and had been Fergusonvale Greenware in stock January 27-February 12 left unattended when the thefts occurred. Eight months in jail Provincial court Judge Gary Palmer continues to hand out stiff fines in Midland court for those found guilty of impaired lriving. Monday, a Simcoe County motorist was given three months in jail on the first count and five months in jail on the second count when he pleaded guilty 322-1456 to driving with excess alcohol. Mrs. Bessie Webb and Mrs. Jean Webb spent a few days in Toronto last week. Welcome home to Mrs. Margaret Martin who has been in British Columbia for over a month. She spent the Christmas and New Year's vacation with a sister at Hope, British Columbia. While there Margaret visited other relatives and did some travelling along the coastal areas. Other than a sprained ankle that hampered her activities in the latter part of her visit, Margaret thoroughly enjoyed the holiday. With pussy willows blooming and _ lilacs beginning to bud, she had to leave the breath of Spring behind her tor a while.
