From our vantage point: Ontario Treasurer Frank Miller has an- nounced the signing of a federal-provincial ag- reement that will provide Ontario's municipalities with $50 million for diréct job creation projects and pave the way for ecomomic recovery. The Governments of Canada and Ontario are contributing equally to the $200 million required to establish and fund this job creation program. With the separate initiativés of the federal and provincial governm- ents, this brings the amount allocated to job creation in Ontario to $280 million. The agreement was signed today in Ottawa by Lloyd Axworthy, federal Minister of Employment and Immigration, Ontario Treasurer Frank Miller and Ontario Minister of Labour Russell Ram- say. Miller said priority will be given to workers who have been without UIC benefits ten weeks or more. "'I am assured, however, that these rules will not be used in a way that will bog down the program in red tape,"' he added. The Treasurer ex- pressed concern that there should be more | flexibility in deter- mining eligibility in the cooperative program. "It ts the federal preference to limit the program to people who are unemployed and have exhausted their UIC benefits, or who are in receipt of social assistance," he ex- plained. Miller said he was delighted that the agreement reaffirms Ontario's commitment to local government. "An immediate allocation of $50 million has been made _ to municipalities throu- \] ghout Ontario for local job creation projects," the Treasurer added. Under the terms of the agreement, projects may cover a wide range of activities, must employ a minimum of three people and be located anywhere in Ontario. They must also: contribute to the social and ecomomic bet- terment of the province and must involve the creation of new jobs. Preference will be given to labour- intensive projects created in areas of greatest need. '"'We are targeting a contribution from participating municipalities avera- ging 20 per cent of gross project costs; con- tributions in kind, such as equipment, material and supervisory per- sonnel, will enable most municipalities to contribute at this level,"' Miller said. All. government departments and agencies, municipali- ties, established non- profit organizations, private businesses and unions will be eligible to sponsor projects and apply for funding.
