Taylor, QC, MPP Simcoe Centre Solicitor General A relatively new concept in crime prevention seems to be catching on in North America. It is called The Neighbourhood Watch Program. This program, which operates at-the grass roots level is one of mutual assistance between the residents of an area and their police force and is aimed at reducing crime in the neighbourhood. Most residential crimes are committed by amateurs with little skill. These individuals simply look around for an unlocked door or win- dow, or a house which bears obvious signs that its owners are away. By teaching people how to minimize op- portunities for crime in their own homes. and residential areas, Neighbourhood Watch works in co-operation with the police to prevent crimes and develop a sense of responsibility in individuals for the safety of their own area. In Ontario, the Neighbourhood Watch program now operates in Cambridge, Kitchener-Waterloo, St. Catharines, Etobicoke, Georgetown, Oakville The Chatham program has been so successful over the past two years that police there belive they can reduce crime by 50 per cent in the areas which have adopted the program. Budgetary problems caused by inflation and poor economic conditions are making it difficult for police forces to do the job we all expect of Mutual assistance is goal of program them. In helping citizens to help the police and themselves, Neighbourhood Watch programs can contribute to the reduction of police workloads. Another benefit of establishing a Neighbourhood Watch program is the revival of community spirit. The program provides an opportunity for neigh- bours to meet and create new friendships. As well, it offers the opportunity for citizens to meet the police on a person-to-person basis. To initiate a crime watch program, interested residents may contact the police officer who is responsible for community relations or crime prevention in their area. This officer can organize a meeting; from there, group leaders can be chosen and with the help of interested volunteers a Neighbourhood Watch system set up. Volunteers attend meetings, learn how to make their homes and properties less inviting to would- be intruders and agree to keep watch on the homes on either side, behind and across the street from their own homes. Neighbours work together. Recently a Progressive Conservative member of the Ontario Legislature proposed a Resolution calling for the support of all MPPs for Neigh- bourhood Watch and recommending that we all encourage these programs at every opportunity. This Resolution was supported by most members of the House -- we believe that Neighbourhood Watch can help reverse the trend of ever in- creasing crime rates.
