He told of two meetings with the parking authority and Mayor Lynn at which the $275,000 price seemed agreeable if it could be funded under the CARP program. (The property(s) were appraised at $155,000 and $157,000 by two local real estate firms and at $277,500 by a Barrie company.) It was conceded that the appraisal of David Wass Appraisal Ltd., as cOmmissioOned by Edwards, allowed for an 'income approach to value'"' factor whereas other information received may not have included this approach. (It has been learned that the parking authority had indicated al last week's meeting that the acquisition of the Edwards properties for municipal parking has been planned for seven years.) While a number of politicians, Tuesday afternoon, wrestled with who would be caught holding the bag if the deal fell through, all were in favour of the CARP program as a whole. A 10-minute recess was called by Alderman Ian Ross so council could meet with Treasurer A] Goodchild. That recess lasted well over an hour during which if councillors negotiated with Edwards.
