If you're late with your taxes, you'll be penalized: council Penetanguishene ratepayers who are late in paying their municipal taxes will be charged an interest rate of 18 per cent per annum on their arrears in 1982. Council passed two bylaws setting the new interest rate for both current and past tax arrears Monday. The new rate set by council is % per cent less than the rate they had determined in December for the remainder of 1981. The new Municipal Interest and Descount Rates Act of 1981 allows a municipality to set its interest rate on late taxes at 1% per cent above the prime rate currently charged by banks. Once set, a municipality is "locked in" to the annual rate in the words of Mayor Ron Bellisle. Although a municipality can reduce the interest rate it charges by changing the bylaw if banks lower their prime rate, the rate cannot be increased to reflect rising bank rates. Councillors R. Cascagnette and Lionel Dion spoke against the bylaw setting Penetanguishene's interest rate above the prime rate. councillor Cascagnette said the municipal rate "should be under the prime rate", and Dion expressed concern that '"'the littel guy gets penalized" by high interest rates. Until December, Penetanguishene charged 15 per cent on tax arrears - a situation that was abused by some taxpayers who found it cheaper to pay the interest charge than to borrow commercially to pay their taxes, says town clerk Yvon Gagne. According to Gagne, Letters were sent to all taxpayers in arrears ad- vising them of the increase in the municipal interest rate in December. Those taxpayers who are early in paying their assessments can benefit from.a 2 per cent per month discount, the clerk explained to council Mon- day.
