Victoria Harbour reeve Theo Bernard declared after a special Harbour council meeting Wed- nesday, that as chairman of that municipality's finance committee, he will recommend in budget preparations, that financial honorariums to councillors be discon- tinued, because, as he put, "the village is too poor.'" Bernard's declaration came following a heated exchange between himself and councillor Ann Connely, in which Mrs. Connely claimed that she was being un- fairly treated as far as financial remuneration for council duties was concerned. She suggested that while she had rightfully not been paid while absent from council duties, other councillors had been paid while in similar circumstances. She went on to charge that in fact, some councillors had missed more meetings than she had, while receiving more money. Visibly angered, Bernard went on to ask Mrs. Connely how many village business meetings she had attended during the month of January 1978, when the councillor had been vacationing When she replied that her absence was no different from other councillor's absences, Bernard ex- nladed "Do you think you were entitled to a nickel's pay?" he inquired. "No," replied Mrs. Connely, who went on to say, "I'm not talking about the month of January. Why is January any different from any other months? What's the difference--I could be arguing about August for all that matters." "You can argue what you want, but in my opinion, you did not earn any money in the month of January,' was the reeve's reply. "As far as I'm con- cerned, you can take my own honorarium, and give it to him,' Bernard continued, referring to the late Mr. Gray. "People here are so cheap." Mrs. Connely_ then attempted to introduce a motion to in fact, pay the honorarium to Mr. Gray's family. "T will not take any motions until a budget is brought down,"' the reeve responded emphatically. "You can go out and make your political hay." Bernard then quickly received a motion to adjourn the meeting. After it was passed, he made the statement to council concerning his intentions for councillor's honorariums.
