si -- Bill Brown County capsules Resolution endorsed County Council, at its regular meeting on Tuesday, gave complete approval of a resolution from the Council of Collingwood, calling for the reinstatement of the death penalty. The resolution reads: That the Town of Collingwood hereby urges the Federal Government to adopt forthwith the following recommend- ations relating to: _--reinstate the death penalty for capital murder ; --establish effective control on the purchase and possession of firearms; --abolish the granting of passes from prison for convicted criminals. The resolution was presented to Council for its consideration by the Finance and Administration' Com- mittee and received approval from the county's elected representatives. County stocks reserve Simcoe County Council has established a Sick Leave Liability Reserve fund, to ensure payments to those employees of the county who accumulate unused sick leave for which they are entitled to a cash payment. Council voted Tuesday to create the reserve with a total of $147,000 that is to be charged to the 1976 unappropriated surplus, thus negating any impact that it may have had on the 1977 budget. The Finance and Administration Com- mittee expressed concern that no provision had been made in the past for the liability. As the policy now stands, an employee can claim the unused sick leave cash payments after five years of ser- vice. The grand total for this past service liability, as of the end of last year, came to $324,495. The committee feared that the termination of em- ployment particularly of one or more long service employees in any one department could cause undue burden on the county's operating budgets. The countydecided-to allocate funds for the reserve this year and to make sure that it is renewed annually. Brown, who has been chairman for the past two consecutive years, the longest period allowed for the chairmanship by SCBE bylaws, will resume a position of trustee on the board when the new year commences. In his final address to the board as chairman last Wednesday night Brown expressed ap- preciation to the board for electing him to office for the past two years. He also expressed a con- tention that the board had operated effectively during the last two years, especially in the face of ever increasing cutbacks initiated by the Ontario Government. In a telephone in- terview Monday night, Brown said that the cutbacks were the single, greatest challenge faced by the board under his chairmanship, and that although they were severe, he feels the board functioned as best it could within the limitations they imposed. "I think we operated quite effectively," he said, "but I can't see how we can continue to do so if we are forced to cut back even more. Some of the things that had to be cut back in 1976, for instance, like plant maintenance, can't go on forever. You can't have buildings falling down around you." He said that projected cutbacks will remain the biggest problem to be dealt with by the board under its yet to be elected new chairman. Reduced work load Noting that as chair- man he served on all SCBE committees, Brown said he is looking forward to the reduced work load of a trustee. "AT attended 127 meetings in 1977, and after two years as vice- chairman, and two years as chairman, I'm looking forward to taking an active part as a trustee," he said.
