Coldwater Official Plan prepares for growth by E. Lorraine Orr Coldwater's Official Plan was the topic at an open meeting held at the council chambers last week Although the meeting had been well announced in advance, very few residents at- tended George Robert, a representative of the consulting firm of Win- dland Associates Engineering Ltd. was on hand to explain in detail the many aspects of the plan and how it will affect Coldwater residents. An official plan designates the use of land by zoning. Coldwater's plan covers the whole of the area which presently comprises the corporate limits of the Village. A survey by the TASK force indicates Midland and Orillia will each grow in population to 80,000 by the year 2011. Coldwater is approximately in the middle of the two and will certainly be affected. Mr. Roberts explained that an official plan helps keep a balance of future growth, meeting the needs of present and future. It is an overall frame of reference to guide land-use development for the in- dividual or developer in Coldwater until 1991. The zoning is not to curtail a person from doing what he wishes with his own land but to protect each person from undesirable workings beside him. At present Coldwater has 147 acres of vacant land. Of this 105 acres are within the Village, and 42 acres are rural. A break- down indicates 12 acres are existing lots without buildings, rivers and their Harbour zoning bylaws go to OMB August 9 by Bev Juneau Mr. and Mrs. E.
