Romeo LeBlanc, federal Minister of Fisheries and Environ- ment, and George Kerr, Ontario Minister of the Environment, said in simultaneous announc- ements that Water Quality Week is designed to involve the public in a review of what has been accomplished to clean up the Great Lakes over the last five years. The first real worries about the quality of water in the Great Lakes sur- faced in the 1960's when rotten algae and mounds of dead fish were found along the shores of the lower lakes. Complaints from citizens led to a long range study of Great Lakes pollution. In 1970, the Canada Water Act was enacted, in the interest of improved inter-governmental _co- operation between Canada and Ontario. In 1972, the Canada - U.S.-Great Lakes Water Quality Agreement was signed by the Prime Minister of Canada and the President of the United States. Two public meetings are being held in con- nection with Water Quality Week, at which interested citizens and groups will have an op- portunity to put forward their views on pollution control programs. One of the meetings will be held on Thursday at the Constellation Hotel in Toronto, and the other will be held Friday at the lecture theatre of Con- federation College in Thunder Bay. Each meeting will begin with registration at noon, and if necessary will continue with evening meetings. "In the first five years we have decelerated the decay of the lakes' system," says Dr. R.W.
