Page 3, News, Tuesday, May 28, 1991 Schreiber's first Police and Community Together program has helped foster cooperation by Rob Cotton The News Community representatives who attended the seven week Police and Community Together (PACT) program gained a better understanding of a policeman's job and how a police force works. The program, run by the OPP and held at the Schreiber Detachment, introduced participants to the many elements that make up a police force. Presentations included rank structure and chain of command within the OPP, recruiting and training of an OPP officer, criminal investigation, homicide investigation, identification methods used at crime scenes and accidents, explosives and bomb disposal methods and demonstration of the procedures that take place when a person under the influence of alcohol is brought in. Participants, who represented a cross section of the community served by the Schreiber Detachment of the OPP, discussed each subject , with the officers making the presentations and. quite often played an active role. During the last evening of the program, Thursday, May 16, the participants talked about what they had learned. Most of them said they never realized the amount or diversity of the work done by police officers. Working together the community and the police would be better able to provide the kind of policing service that is needed. Efforts to bring police services and the community together will not stop with the end of this program, said Sergeant Andy Templar, OPP Detachment Commander at Schreiber. A nucleus of perhaps five people who took part in the PACT program will be asked to form a Community Policing Committee to provide input on what the community would like to see in the way of policing, he explained. "What the police perceive as a not-so-serious problem may be seen by the community as a serious problem," Templar said. The committee would operate independently, setting its own agenda. A police officer would attend meetings as requested by the committee. Templar said the police will follow through on committee suggestions. "If it is within our power to do it - if we have the resources - we'll do it," he said. Instead of the OPP saying 'this how we are going to police the town' the citizens will have the opportunity to say 'this is how we would like our town policed', said Dave Wall, OPP Inspector. Schreiber Public School Puppets given fo Kindergarten Margaret Twomey was Director of Education for the Lake Superior Board of Education for almost ten years. She was the first woman to hold the position in Ontario. From the LSBE she was appointed Regional Director of Education for the Ministry of Education, a post she held until her untimely death in July, 1989. Twomey was an avid collector of puppets and through her estate these puppets have been donated to Kindergarten classes in Manitouwadge, Marathon, Terrace Bay and Schreiber - a fitting legacy for an outstanding educator. give them their certificates. Wall began the first PACT program while Detachment Commander, OPP, in Geraldton. He got the idea from the Orlando City Police in Florida. The police department in that city was receiving a lot of complaints so a Police Education Seminar was started. This turned into a 15 week course. Geraldton developed a program that suited its needs and because of public interest has held three PACT course, Wall said.
