Page 13, News, Tuesday, May 7, 1991 Employment equity for police services introduced by Ontario solicitor general Solicitor General Mike Farnan recently introduced in the Ontario Legislature an employment equity regulation which will increase the number of racial minorities, Aboriginal persons, women and persons with disabilities in police services across Ontario. "This regulation will provide for fair and equitable employment opportunities for civilian and uniform police service employees across the province," Farnan said. "As police become more representative of the communities they serve, they will acquire increased trust and co-operation from all residents.." The regulation falls under the Police Services Act and addresses past employment in equities. The regulation sets goals and timetables for eliminating systematic barriers and implementing positive measures. All police will be required to conform to the regulation. Police services will have one year to _ develop employment equity plans which must then be submitted to the Soliciter General for approval. Ongoing monitoring of plans will ensure that police are moving toward a more equitable workforce. Sanctions ranging from the appointment of an independent employment equity administration, to suspension or firing of the police chief or members of police services boards will be applied to those police services which do not comply with the regulation. The regulation was developed in partnership with 140 police and community groups which were consulted by the Ministry at regional sessions in Ottawa, Thunder Bay, London and Toronto. It is supported by the Municipal Police Authorities and the Police Association of Ontario. The need for employment equity for police was one of 57 recommendations made by the Clare Lewis Task Force on Policing and Race Relations to the Soliciter General in 1989. A Race Relations and Policing Unit within the Ministry was subsequently established to develop initiatives in response to the Task Force recommendations. The Race Relations and Policing Unit is working closely with police organizations to assist them in developing their employment equity plans. The Ministry has provided $708,000 in grants to help police prepare these plans. "We must all commit to employment equity to enjoy the full rewards and benefits of a workforce which draws from the talents and skills of all people in Ontario ,"Farnan said.
