If northerners retain the same kind . of access to the new cabinet min- isters they enjoyed when the NDP was is opposition, our influence as a region will increase. 'Our challenge, as northerners, is to use that influence wisely - to act as the new northern ministers supposedly will, seeking solu- tions not only-to our own prob- lems, but to implement those policies in less dictatorial and more consultative ways, since they affect the entire province. It's an opportunity to prove, once and for all, that not all good ideas come from Toronto. At the same time, the NDP will be facing a major juggling act, as we head deeper into a recession. On the day of the swearing in October Ist, the Globe and Mail's Report. on Business proclaimed "Fiscal News all bad for the NDP". The story quoted an unnamed "senior aide in the outgoing Liberal gov- ernment" as saying that "when Bob Rae was briefed after the election on the province's rapidly- deteriorating financial picture, he didn't ask the right question. What he should have asked is what the deficit is going to be in fiscal 91-92". The article goes on to predict that, if Rae had asked that question, he would have learned that the deficit is expected to mushroom to over ONE BIL- LION dollars - twice as high as even outgoing Treasurer Bob Nixon admitted right after the election. That's the challenge of govern- ing - not only for Rae's cabinet team, but for us as northerners - asking the right questions. If you don't ask the right questions, then research is misdirected into find- ing the wrong answers. Then, the policies that are developed based on the research are misguided. The north has developed a reputa- tion as good complainers.
