Bill 100 has addressed the problem of tax escalation, but has done nothing concerning the resulting high tax base. We like to point out that the Unorganized Areas (Localities) consist of small year-round communities, cot- tages, and small tourist establish- ments. In several cases, pension- ers live in these localities and they are particularly hard hit. The gold boom may have brought development to Marathon and Manitouwadge, but we can- not understand the fact that peo- ple living or having small busi- ness hundreds of kilometers away have to be burdened with the expense resulting from municipal developments in these areas. ' We repeat again: We want to pay fair taxes, but our grievances have only partly been addressed by Bill 100. We expect a fair solution as requested in the forwarding of this petition.
