The toxicity of the mill efflu- ent discharged at. Highway 17 as well as the toxicity of Blackbird Creek entering Lake Superior has been tested frequently during the last decade. Early investigation (1980, 1981) indicated a mean 96-hour LC-50 value of 27 per cent when rainbow trout were uscd in labo- ratory bioassays. More recent testing (1984-86) indicate 96-acur LC-50 values approach 5G per cent. Toxicity testing was conducted in 982 oy placing caged rainbow trout into Moberly Bay waters. These studies indicated toxic conditoins in surface waters along the western shore of Jackfish Bay. to Cody Island. Depressed dissolved oxygen Icvels were considered an impor- tant factor in this study and likely acted in combination with toxic constituents, such as resin acids to produce the fish lethality observed in the ficld, the maxi- mum distance from the Blackbird Creck discharge to Lake Superior at which 100 per cent fish mortal- ity was observed was 1.5 kilome- uc. Improvements in effluent toxi- city since 1983 will have resulted in improved conditions in Jackfish Bay. Sediments A survey conducted in 1981 indicated that Jackfish Bav sedi- ments contain significant levels of contaminants. Levels of chromium, iron, cop- "per, oil and grease, chemical oxy- gen demand and total phosphorus exceeded accepted guidelines used to evaluate the suitability of dredged-spoil material for open water disposal. An examination of total Kjeldahl nitrogen (TKN), zinc, cadmium, and mercury also exceeded these guidclinés in a localized area near the mouth of Blackbird Creek. Biota Lite information is presently available for the Jackfish Bay area, however, fish caught in the 1976 collection indicated need for a limited consumption advisory for Lake Trout greater than 45 cm. as its mercury level exceeded 0.5 ppm. Lake Whitefish and Cisco, however, were suitable for unlim- ited consumption. Also, in a 1983 study, PCBs were dciccted in young of the year at a mean level of 89 ppb (the IJC aquatic life objective is 100 ppb). A more extensive collection of whitesuckers and Lake Trout was made in 1986.
