Dear Gilles Thank you for your letter of January 22, 1987 which included a letter from Mr. V. But for the 40 million destitute blind of the Third World there are few new beginn- ings. Poverty has doomed them to darkness and despair. There is an all-Canadian organization, Operation Eyesight Universal, which brings eye treat- ment and educational programs to the destitute blind of Asia, Africa, Bangladesh and many other coun- tries where there is a need. Operation Eyesight Universal started about 25 years ago and I have been an admirer of them for many years. I marvel by managing donations so well that 90 cents out of every dollar of income is used in curing the remedial blind. A tax deductible donation of $25 . covers the cost of surgery, food, hospital stay, post-operative care and glasses. It's a real miracle. Operation Eyesight, along with the co-operation of dedicated doctors and nurses in the developing world, can accomplish so much for so lit- tle money! And for every $25 donation you receive a patient identification card indicating who it was you restored sight to. network. Let me just say that I am also concerned about the recent accident rate on this stretch of highway and would like to see it reduced. I realize this is a very important transportation link, for those who beginnings Miracles can happen and are happening. We in Canada can help to make those blind eyes see again. Terry Fox Beach plans ongoing Mr. Bruce Fallen Program Co-ordinator N.O.T.I.C.E. Dear Mr. Fallen: Further to a telephone conversation with you on March 26 regarding the possibility of tapping funds from the N.O.T.I-C.E. Program to be applied to the development of the Terry Fox Beach area at Jackfish Lake on Highway 17 under the sponsorship of the Terrace Bay and District (Aguasabon) Chamber of Commerce. While it is premature for you to ad- vise of the depth and scope of this new program, it would appear that there are real possibilities for the chamber to benefit in their plan to develop a tourist attraction at the Jackfish Lake location to commemorate Terry Fox's mission, as well as his visit and stopover. The chamber plans to install a boat dock, picnic tables, toilets, barbecue pits, a hiking trail, as well as a flag pole and commemorative plaque in memory of Terry Fox. This will be the first undertaking of the newly-formed chamber of com- merce that hopes to motivate others in broadening the economic base of this area and attract more tourists by giv- ing them a reason to stop over to en- joy the scenic beauty and to learn of the uniqueness of Northern Ontario and its potential as a destination for those seeking a change of pace and something different. We are anxiously awaiting more details of the N.O.T.I.C.E. Program and will be submitting a comprehen- sive plan for your consideration as soon as the details of your Inter-ministerial Committee are finalized. Daughter writes poem- mother retires (The following was submitted by Lorraine Weaver. It was written by Billie Bagdon, Lorraine's youngest and No. 3 daughter. Billie read it to Lorraine at Lorraine's retire- ment party on March 11 at the Restaurant LeBlanc in Schreiber). On Lorraine's Retirement Reflections of a Lady Once upon a time Back in 1927, A little babe was born. She was surely sent from heaven. Out on a prairie farm This little girl was raised. In times as those, there was much toil And very little praise. This lovely girl worked very hard With little time for play. Her household chores filled up her nights And school filled up her day. But her school days ended quickly For she was needed more at home. The family then had packed and moved, From Saskatchewan they did roam. Beardmore was the lucky place" To then grace my mother's being And in Schreiber just soon-after that, Bill Weaver she was seeing. A job at CP Rail came up. Lorraine quickly filled the spot. And right away, fellow workers knew She thought of them a lot. She always did her very best To call her crews so well. They all loved her dedication. So of course, there's more to tell. Her friendly smile and warm brown eyes, Were a treat for all to see But her familiar voice when calling crews was appreciated especially. ° Now one man in particular, Had captured Lorraine's heart. So the two of them were married And they've been happy from the start. To add to their good fortune, Their children brought them joy. Three little bouncing baby girls, But, alas, there was no boy. All went fine, then in '69 Came about a promotion for Bill. It was distressing to leave workers & pals, But they never lost their will. The girls had grown up and gone away, To study their chosen fields. But on weekends, usually home again For Lorraine's delicious meals. Quickly 5 years had passed by, And back to Schreiber, in '74 they came. A lot of changes, though, had come about And things were not quite the same. . Two daughters were gone and married, The third one making plans. Plus four grandchildren already... Now that, Lor thought was grand. So back to work in Schreiber Yard, Until today, that's where she's been. Competent in every way, Efficient, bright and keen. I suppose that's why we love her so And because she's always shown ' Her kindness and affection To all she's ever known. So I find it very fitting To compose this poem for my Mom. It is a tiny tribute though, Considering all that she has done. In fact, together both my Mom and Dad, Have worked hard for CP Rail And during those years never let anyone down No, not once did:they ever fail. So I'm very proud to be a part Of my Mother's special day, And I know I speak for all concerned When wishing her the best in every way. And in closing, I'd just like to add CONGRATULATIONS on a job well done. Even though CP'll miss you terribly, You enjoy your retirement, Mom. You've earned it!!! Since the Trans Canada Highway is aging and the original design no longer reflects its na- tional importance, as stated in my previous correspondence, we have recommended that the Federal government give considertion to funding the upgrading of the Trans Canada route. To this end, I in- itiated a study to evaluate what is required in time and dollars to four-lane Highway 17 from the Manitoba/Ontario border to Ot- tawa. It is anticipated that the results of this study will be available by the middle of 1987. In the interimi, we will continue with the passing lane program which provides for the construction of additinal lanes on this facility where safety and operational objec- tives indicate they would be most effective. The Ministry is also pro- viding partial paved shoulders on all sections of Highway 11/17 and Highway 17, as particular section are rehabilitated. In reference to Mr. townsend's concern for the lack of noticeable improvements to the highway, I am pleased to inform you that we will soon be tendering a project, in this vicinity, with construction to be carried out this summer. The rehabilitative work proposed will include some of the interim im- provements as mentioned above.
