1987 forecasts for Terrace Bay-Schreiber Schreiber Schreiber Reeve Mike Cosgrove reflected that 1986 was a good year for Schreiber, despite the uncertainty sur- rounding the major employer in neighboring Terrace Bay, reports Thunder Bay's Times-News. Cosgrove said the township isn't sure yet of the impact of the Kimberly- Clark layoffs. Families of about 100 workers live in Schreiber and work at K-C's Ter- race Bay mill. "*They pushed back the layoff date from Nov. 27 until about the first of February for retraining purposes. Some of the 100 families would probably be affected," said Cosgrove. However, the reeve didn't have to dig for good news, because Kerr Ad- dison is expected to go ahead with pro- duction of its nearby Winston Lake zinc mine in July or August. He said they are expecting to hire 130 full-time employees. Fire Hall and ball field The Centennial Fire Hall was com- pleted in 1986 for $340,000, which doesn't include volunteer labor. Development of a $70,000 ball park is well underway through the municipal parks and recreation department. About 300 people used a substandard gravel field last baseball season, but it should be complete by next season, Cosgrove said. The Lake Superior Board of Educa- tion included a track in the facility. Work continued on Schreiber's sub- division, money was spent on a creek diversion and flood plain mapping study of the area and Schreiber township councillors twice met with their Terrace Bay counterparts, "with excellent dialogue between the two councils,'" Cosgrove said. Some joint Schreiber-Terrace Bay tourism projects are planned. A Ter- race Bay-Schreiber chamber of com- merce was formed last year and the township is receiving good co- operation, noted the Schreiber reeve. The major project for 1987 is com- pletion of the 57-lot subdivision, to be in place if required by Kerr Addison, which will have a 10-unit apartment ready by spring. There are two other possible applica- tions for subdivision development. Cosgrove hopes they will be on line for 1987. Official township plan A beautification program was started in 1985 and the township would like to give it a major shot in the arm this. year. The official township plan should be adapted soon, with approval needed from provincial ministries. Once it's in place, Schreiber will be eligible to receive government funding of: such projects as neighborhood improvement and downtown core improvement. Terrace Bay "The major challenge for 1987 is to keep Terrace Bay alive," Reeve Ollie Chapman told the Times-News. She said the big disappointment for Terrace Bay in 1986 was the announce- ment by Kimberly-Clark, resulting layoffs and the uncertainty of the future of the community. Up to 200 people have been laid off in the local K-C pulp mill since August, with 100 more anticipated in February. "There's a down mood in Terrace Bay, particularly around this time' of the year," said the reeve. "Business is down. For those working it's great and for those not working it's disastrous."' Terrace Heights Drive This past year Terrace Bay township council accomplished some of its goals. A senior citizens housing study is underway. (The response to the study through questionnares has been disappointing). Councillors met Ministry of Transportation and Communications officials and were told that in early spring the MTC will start a survey and study on the Terrace Heights entrance. That new subdivision was jammed when a forest fire came close to the houses and there was only one exit open from the development. The ministry said at a meeting last month that it will try to alleviate the Terrace Heights bottleneck, whether it's with a new road, -nerges or pass- ing lanes, noted Reeve Chapman. The senior citizen's snow removal assistance program, and an independent heating system for the recreation com- plex were major accomplishments for 1986, said the reeve. The community Futures program is being explored for 1987. In addition, a study will be done on possible development of the Aguasabon Falls and waterfront development through the Ministry of Northern Development and Mines as a tourist area, said Chapman.
