Letters fo the Editor Dear Editor: It saddens me to think some people feel in conflict with their doctors because of the proposed ban on extra-billing. It saddens me that some dismiss 'the issue without thought of the repercuss- ions--saying that "Doctors make too much money anyway." It saddens me that most do not care at all about the prospect of government and politician controlled health care. Extra-billing is not an issue. Only four percent of family doctors are opted- out of OHIP, only some extra bill, none in this area. Accessibility to health care is not an issue. Specialists who do not extra bill can be found with the help of your family doctor. Doctors are opposed to this bill because it will mean a lower quality of medical care for you and your children and your children's children as time goes by. Why? Because if this bill is passed, as presently proposed, health care will become totally government controlled. There is government- controlled medicine in Quebec. Such control presently means that the physicians in the large cities have had their fee for services reduced by 30 per- cat. The purpose is to reduce the number of doc- tors in the cities. The result is chaos in the emergency rooms due to understaff- ing. Who suffers? The sick! Government-con- trolled health care in Quebec has meant ceilings on Doctor's incomes. The result, because of patient demand for services, is that ceilings are reached before the end of the year and doc- tors stop practicing. Who suffers? The sick! As time goes by, with government and politician- controlled medicine, the level of investigation of disease and care will be what the government can afford and/or will dictate. You will not be free to obtain the most recent ad- vances in medicine, even if you are willing to pay for it. Physicians will have lost control and struggle to pro- vide care in a tangle of bureaucracy, red tape, top- heavy administration and politics. Clinics will replace the present doctor- patient relationship. It will be a government-patient relationship. The option to extra-bill is the physician's last bargaining tool with government. Removal leaves only strike, which is unacceptable to myself and most other physicians. Just as many of you have found it necessary to form unions and belong to unions, so will the next generation of doctors, if stripped of their options. Forty-hour work weeks, paid holidays, retirement programs, etc. will be the Halt extra-billing now In a letter day May 1, Lake Nipigon MPP Gilles Pouliot urged Premier David Peterson to end extra-billing by the doctors in the province. '*The citizens of Ontario and especially the citizens on a fixed income are waiting patiently for you to act fairly and quickly on this matter," Pouliot said in the letter. He told the Premier that 'it is your political and moral obligation to end extra-billing in the pro- vince...aS soon as possible." Pouliot pointed out that in his riding of Lake Nipigon, which includes Schreiber and Terrace Bay, "there are many citizens both young and old that are depending on you to do the right thing. I fully support their expectations and their struggle to end extra- billing."" He enclosed with the let- ter a number of messages from senior citizens which Pouliot felt represent a con- sensus of opinion in his riding and across Ontario. The Leaders in honour of bride elect to be held in Schreiber right of doctors, just as it is for any public servant. However, good medicine does not work well when an office closes at five o'clock with eight patients sitting in the waiting room. Who suffers? The sick! In Britian, with state- controlled medicine, the patients are assigned to a clini¢ for care, based not on free choice but on geographic location. Think about that in Ontario. Peo- ple who want their own physician and _ good medicine pay direct in a private medical system. That is real two-tier health care which some misinformed Ontarians feel is in place here at present. These things will come to pass, as history repeats itself, like Quebec, like Britian, like the Scandina- vian countries. The losers:you. It won't happen right away, but your grand- children will experience it. This is the first time I have made a public state- ment. If the people want government-controlled medicine or receive it because of apathy--so be it. Most Doctors and most pa- tients are happy with the health care system as it is. Let us leave it alone! The government plans to take control of the phar- macists next--after that, who knows--maybe you!
