Vol. 41, No. 13 Serving Terrace Bay, Schreiber and Rossport 35° Joubert appointed to Council Councillor Chris Joubert By Conrad Felber Chris Joubert, who fail- ed to become a Terrace Bay Councillor in the municipal elections last November by finishing fifth, became a Councillor after all last week when he was appointed to fill the vacancy created by the resignation of Councillor Jim Files on March 24. Joubert won't be of- ficially sworn in until the April 14 meeting of Township Council, but he has already attended a number of meetings, accor- ding to Reeve Ollie Chapman. She added that township Committee responsibilities may have to be reorganiz- ed now that Files has left, though that is something which will be determined later. Files submitted his letter of resignation at Council's March 24 meeting. Joubert was in attendance at that session, at which Files' let- ter was accepted by Coun- cil with regret. '*As you are aware, I have accepted employment in Orillia ... and will be relocating there in the near future,' Files explained in the letter. "Needless to say, this decision was not taken lightly, as I was look- ing forward to working with you to achieve the mandate we were all given last November."" -- Files had been a Terrace Bay resident for almost eight years, while Joubert has lived in the township for approximately two years. Joubert moved to Ter- race Bay with his family from Southern Ontario. Judy is his wife of 10 years, and the couple has two sons. Yvon. is 9 and Shane is 6. Joubert is the Maintenance Supervisor at Birchwood Terrace. "I'm glad to be on Council," he said follow- ing one of his first meetings following the appointment, which took place on March 25. He added that -he is both pleased and surprised by the turn of events. Besides his Council work, Joubert is also in- volved with the Terrace Bay branch of the Loyal Order of Moose, where he is currently serving on the Executive. J) i] ' TY lA Concentration on ice Tracy Clark, 17, was just one of the many highlights of the Terrace Bay Figure Skating Club's annual Can-Skate Winter Carnival Program. She seems to be the picture of concentration as she prepares to execute a difficult combination. Tracy was the instructor for the younger skaters in the program. The Carnival was held at the Terrace Bay Arena on March 22. Terrace Bay street light problem taken out of darkness by taxpayer A Terrace Bay resident lambasted Council and Town Engineer Doug Baker at the March 24 Council meeting for taking six months to replace a street light on Superior Avenue in the Township. As of last week, the light still had not been installed. George Turenko of Lakeview Drive said Council's excuses are not satisfactory, but Reeve Ollie Chapman reassured him that the fault does not entirely. rest with the municipality. 'I would suggest you raise hell with Ontario Hydro," Reeve Chapman said, after Turenko ex- plained he had attended the meeting to raise hell with Council. '*T also have to get my act together," Baker ad- mitted. "We are now miss- ing 10 lights in town, but that's out of 200."" He add- ed that he was not entirely sure what had happened to the light on Superior. Turenko replied that the light was taken away by Hydro crews six months ago and that was the last he saw of it. *'This has been going on since October,"' he complained. **As far as I'm concern- ed. our engineer has a han- dle on it,'* Councillor Peter Romanuk said. "I'm not arguing, though, that it hasn't been missing," he added, referring to the street light. '"'We do the best we can," Reeve Chapman said in promising to have the matter investigated. In other Council mat- ters, Terrace Bay Police Chief Russ Phillips attend- ed the meeting to inform Council that its traffic by- law should be amended to incorporate six other ex- isting by-laws, as only one is required. Such a move would help to simplify mat- ters for both the Police Force and_ township * residents, he said. '*This would really just be a housecleaning,"" he added. Some- of the by- laws in question date back to October of 1954, while others must be updated to include new streets in the municipality. "Anything that cuts down on the number of by- laws is good," Councillor George Ramsay said. Chief Phillips said he took the liberty of drawing up such a traffic by-law, but pointed out that his draft version still requires some additional work. The by-laws include regulations regarding traf- fic speed within the township, handicapped parking areas, bicycles on sidewalks, snowmobile hours, and other traffic laws. Reeve Chapman sug- gested that Chief Phillips should continue to improve the draft traffic by-law with township clerk Larry Simons. A number of appoint- ments and nominations were also made at the meeting. Mary Cashmore was appointed to the Com- mittee of Adjustment, ef- fective immediately, while Conrad Felber was nominated as the township's representative from the. local business community for a Lake Superior Board of Educa- tion advisory committee. This committee, accor- ding to a letter from Board Superintendant of Educa- tion, Ian McQuarrie, will have the task of reviewing existing technical studies programs within the Board's secondary schools and to recommend to the Board possible future directions. Councillor Jim Ziegler made the nomina- tion, which was seconded by Councillor Jim Files. That proved to be one of the last official acts for the municipality by Files, as later on in the meeting he submitted his resignation from Council, effective at the close of the March 24 session. "I'm sorry to go,'" he told Council. Files has ac- cepted a job as Director of Technical Services at Soldier's Memorial Hospital in Orillia starting on April 15. Until then he will continue work at McCausland Hospital in Terrace Bay. Councillor Ramsay, after reading the resigna- tion letter, said it was a piece of correspondence he wished he would never have to see. "'My favourite Conser- vative won't be here anymore,' Ziegler said. Prior to last November's municipal election, Files ran unsuccessfully as the PC candidate in the provin- cial election, which was won by the NDP's Gilles Pouliot. '*You just got your feet wet a bit and now you're leaving," Councillor Peter Romanuk said to Files after the resignation was ac- cepted with regret by Council. '*T wish the best of suc- cess in your continuing ef- forts," Files said in the -letter. host Legion team to win the North: Shore D' Victory lap Schreiber Travel Rest Eagles captain Marc Tremblay held the Soughton Jewelers trophy in the air as he and his teammates paraded it around the Terrace Bay Arena on March 23. The Eagles had just defeated the Wee Championships. It took an overtime period to do it too, with the final score 6-5. Schreiber now ad- vances to the District Championships in Marathon this weekend.
