The bill establishes a na- tional network of services with a systematic process to govern changes to the network. Most services will be required to meet financial performance ob- jectives or risk being cancelled or reduced in frequency. The minister stated that the proposed legislation flows from work com- pleted by the Rail Passenger Action Force. In 1985 six services, discontinued in 1981, were reinstated. Other initiatives include purchase of new equipment for transcon- tinental services and com- pletion of new maintenance centres. With respect to equip- ment acquisition, 20 new diesel 'locomotives have been ordered and another 10 will be ordered this year. The purchase of new passenger cars has been approved. '"*At the same time, government is committed to a major reduction of sub- sidy payments for VIA Rail," the minister stated. "Federal funding will be reduced to $400 million by 1989," he added. In response to concerns expressed to the minister by provincial governments, the bill also establishes an effective legislative basis for commuter rail services in Canada.
