EXPLANATORY NOTE The Ontario Ministry of the Environment plans to introduce proposals to regulate the operation and siting of mobile, poly- chlorinated biphenyl! (PCB) destruction facilities. PCBs are a class of synthetic organic chemicals that do not decompose easily and which accumulate in living organisms. There is a growing inventory of these wastes in storage because there are no.currently approved destruction facilities in Canada. Mobile destruction facilities may be brought to any Ontario community to destroy PCB wastes without further hearings if the proposed regulatory and administrative program is adopted. The regulatory proposals set out the requirements under which mobile PCB destruction facilities will be permitted to locate and operate in communities in Ontario. If the proposed regulatory program is adopted, it would still be necessary for the proponent of a mobile PCB destruction facility to make application to the Ministry of the Environment for a Certificate of Approval. If the Ministry should find that the propo- nent meets the requirements of the regulatory program, a Certifi- cate of Approval would be issued without a public hearing.
