Grants for landfill Ontario municipali- ties will be receiving current. grants of $500,000 from the En- vironment Ontario Waste Improvement programme. Since the program- me started up, in 1977, grants totalling $3.2 mil- lion have been given to various municipalities for studies on landfill sites and for improving and upgrading or clos- ing of such sites. The objective of the pro- gramme is to provide financial assistance to municipalities for stud- ies on landfill sites and for improving and up- grading or closing of such sites. New testing lab for The Ontario Ministry of Colleges and Univer- sities has announced a grant of $435,000 for the construction of an En- gineering Structures Testing - Laboratory at Lakehead University. The grant comes un- der the Province's Board of Industrial Lead- ership and Develop- ment - Capital Works Acceleration Program and provides for the construction of a 312-m (squared) single . floor laboratory. This import- ant new addition to the TInivercityu'« Centennial... L.U. Building will maintain Lakehead's ability to train civil engineering students to meet the construction needs of Northwestern Ontario and at the same time provide local engineer- ing and construction companies with a regional structural test- ing facility. In Decision CRTC 83-757, the CRTC announced that it approved an applica- tion to add the carriage of the signals of KOMO- TV Seattle, WJBK-TV, WTVS and WDIV Detroit, to be received via satel- lite from the CANCOM network, on the broad- casting receiving under- taking serving Terrace Bay. The licensee had also proposed to increase the maximum monthly sub- scriber fee from $15 to $19 to cover the costs of providing the above noted services. The Commission authorized an increase in this fee to $18.44 which it consid- ered was justified based on the guidelines for rate increases associated with the addition of the CANCOM "3 plus 1" U.S. signals, set out in Public Notice CRTC 1983-109. Further, in line with such notice, the Commission deferred its decision on the remaining portion ($0.56) of the proposed increase until it had as- sessed this additional amount. Based on the financial information submitted by the licensee, the Com- mission has determined that the $0.56 increase is not justified based on the costs to be incurred or the provision of the CANCOM services, and it is, accordingly, denied.
