Park suggested that Terrace Bay adopt the idea of supporting a "Citizen of the Year" award. The award would be given to a resident of Terrace Bay for their outstanding efforts and contributions as a volunteer of this community. At the January 9th Council meeting, Council accepted the idea with much enthusiasm and will shortly be developing the format for such an award in the very near future. It is anticipated that a committee made Terrace Bay Council Report vited to attend. Watch your "NEWS"' for - further information regarding this award. Hydro rates to be increased The regular meeting of the Terrace Bay Municipal Council was held on Monday, Janu- ary 9th. All councillors and the Reeve were in attendance. Minutes were adopt- ed as read from the regular meeting of Dec. 12/83 and from a special meeting of Dec. 19/83. Mr. Gabe Fritzen from Ontario Hydro in Thunder Bay met with Council to discuss the proposed rate increas- es for the township of Terrace Bay. Various options were made available to Council con- cerning rates and in- creases, and a decision will be made during the next council meeting. Correspondence The Attorney-Gen- eral and the President of A.M.O. (Assoc. of the Municipalities of On- tario) requested that Council attempt to es- tablish a drinking and driving committee for the town of Terrace Bay. The committee's man- date will be to obtain facts and figures on the severity of the prob- lem as it relates to the town and its people and to make recommenda- tions to Council con- cerning their findings. Council has agreed to approach the residents of Terrace Bay for their help in this matter. A letter of complaint was received by Coun- cil concerning dogs running at large within the town limit. Other councillors have also re- ceived various com- plaints about dogs run- ning at large; measures will be made to deal with this problem more ex- tensively. The Recreation Di- rector, Terry Bryson, re- quested that Council authorize the hiring of a bus to transport parti- cipants from the Thun- der Bay airport to the town of Terrace Bay for an upcoming hockey tournament between Arnprior and Terrace Bay. Council aiso agreed to provide one meal for them at the township's expense. Council was in full support of this pro- posal. Ontario Hydro ad- vised that they will ac- cept the boundaries for the Hydro service area which will involve a smaller area, than the township's boundaries. This in turn means that the costs for upgrading the feeder line will be Hydro's responsibili- ties. The Attorney-Gen- eral in a letter, advised Council that at this time, no appointment: of a Justice of the Peace will be made for Terrace Bay. Council will keep in contact with the Attor- ney-General on this matter, in hopes that this decision will be re- versed in the future. New Business Due vo the fact that there will be Committee and Board vacancies coming up, Council look- ed into the areas where these vacancies will be available. Advertise- ments will be published in the "NEWS"' for any- one interested in sitting on the Boards concern- ed. Much discussion was given pertaining to the subject of acquiring a computer for the town- ship office. If Coun- cil acts quickly, there will be a grant of $20,000 obtainable for the purchasing of this equipment. Council could not reach a deci- sion on this matter as budgets have not yet been prepared and they have no idea of what capital expenditures will be issued for the 1984 fiscal year. Councillor Chapman expressed concerned over other major expenditures needed, such as a new grader for the town and a better equipped fire truck (to enable fire fighters to reach prob- lem areas (i.e.) rear upper floors of Birch- wood Terrace and the apartments). Once the budgets are submitted to Council, they will 'have a better idea of where the money should be spent. Motions and Notices of Motions By-Law No. 1-84 be- ing a by-law regarding interest and penalties on unpaid taxes was given first, second and third reading. Interest will continue to be in the amount of 1.1 per cent monthly or 13.2 per cent yearly. By-Law No. 3-84 be- ing a bylaw listing all of the association member- ships that are support- ed by the township of Terrace Bay, will be up- dated, amended and passed. Disbursements for the month of December were as_ follows: Township - $473,410.18; Hydro - $96,140.38. For January/84: Township - $7,139.19; Hydro - $3,661.00. Committee Reports From Councillor Kennedy - Airport: The airport is in dire need of a new vehicle, he stated. Their current mode of transporta- tion is completely rusted out and sports holes in the floors. Three drive shafts have already been replaced. Council will keep this in mind follow- ing budget prepara- tions. He also reported that there have been no com- plaints in regards to the condition of the streets and~that the Public Works crew have been doing a superb job this winter. From Councillo# Ramsay - Police: Ramsay stated that two meetings have taken place to present their 1984 contract. The con- tract must be gone over clause by clause "by Council, and a special meeting will be set up to do this. The Police Chief is due back from vaca- tion during the first week of February. But now there's help available to you, the parent. Parent Link is a /Telatively new organization in Terrace Bay; one which was formed in the early part of 1981. Since their beginning they have - offered assistance to anyone who cares enough to seek it. The group consists of everyday people from Terrace Bay - people who want to help you, either through talking things out, or by offering you an alternative route (books to read, sessions to attend or resource people who are experienced in your current problems). The people who are co- ordinating Parent-Link are Kathy and Gerry Withers, Forrest and Cathie Notwell, and Terry and Diane Bryson. Through their hard work and organizational skills they are offering a series of seminars designed just for you, the parent. The sessions are designed to promote family life... to give you the opportunity to talk about the everyday events ...the routines end of the tunnel! and worries, and the frustrations of raising children during these troubling times. Parent- Link knows that it's not easy being a parent in today's society. Anyone can get involved - to come and. share their ideas - meet other families and their Parent-Link volunteers. The volunteers in turn encourage parenting activities through workshops, discussions, family activities, and discussion groups ranging from topics concerning drug and alcohol abuse, discipline, diapering, etc. Funding for Parent- Link is being provided by the North of Superior Community Mental Health _ Programme and Family and Children Services. Starting on January 22nd _ Parent-Link will be offering a series of parenting sessions which will cover the following topics: Parent/Child commu- nications; Discipline; Sexuality; Street- proofing your kids; and the Importance of Consistency and Routines in a child's life. "We don't profess to "be experts on raising children', says Cathie Notwell, "but we're here to help you in any way that we can." Kathy Withers stated "fits not only designed for those people who - the Notwells - are currently undergoing some type of problem with parenting. We're also looking for people who are willing to share their ideas, their past experiences, etc. with others." So, if you are a grandparent' or someone who has lived through the crazies of raising a growing family, please come out and contribute your expertise. From Councillor Houston - Library: Houston related to Council that the Library staff will be have a party in honour of Mrs. Knauff's retirement as Head Librarian. The township will be pre- senting a gift to Mrs. Knauff on this' occa- sion. From Councillor Chap- man - Recreation: Chapman relayed to Council the Recreation Committee's deci- sion to bring back the payroll deduction plan for the payment of rec- reation dues. She also outlined the plans for payments for 1985. On behalf of the Fire Department she re- quested that Council consider authorizing the purchase of a 4-ton res- cue kit for Terrace Bay at the cost of $1604.90. Council agreed to such a purchase. The extrac- tion kit will prove useful to the department when attempting to take out windshields or in the opening of vehicle doors, etc. during a post-accident situation. Other Business Ideas were exchang- ed, and plans were INSIDE THIS WEEK .
