In order to effectively manage our energy re- sources, the Govern- ment of Canada has de- veloped the National Energy Programme. The programme has three major objectives: (1) To develop ener- gy security particularly energy _ self-sufficiency in oil by 1990. (2) To increase the opportunities for Cana- dians to participate in the oil and gas industry. (3) To achieve fair energy sharing and fair energy prices for gov- ernments, industry and consumers. To achieve the obj- ectives of oil self-suffi- ciency by 1990, Cana- dians have been encour- aged to reduce their use of energy and espe- cially their use of oil. As well, the government has implemented _a num- ber of services for con- sumers to achieve ef- fective energy man- agement. The Enersave Advisory Service This service intends to help Canadians reduce the energy consump- tion in their own homes. Consumers interested in reducing their energy bills can phone the Enersave office and will- be sent a questionnaire which will determine the basic characteristics of their individual homes. Once the questionnaire is returned, . Enersave will analyze the an- swers by computer and return the results to the consumer, showing each consumer how they can save energy in their homes. The Canadian Home In- sulation Programme This programme will provide a taxable grant of 60 per cent of the combined materials and labour costs for home insulation up to a maxi- mum of $500 per house- hold. To be eligible to participate in this pro- gramme the insulation, caulking, weatherstrip- ping and vapour barrier materials must be ap- proved by Canada Mortgage and Housing- Corporation (C.M.H.C.) As well, the work must be performed by a Cana- dian General Standards Board certified con- tractor to be considered eligible for the labour component of the grant. The Canadian Oil Sub- stitution Programme To encourage home- owners and small busi- nesses to convert their heating systems from oil ' to other sources of ener- gy the C.O.S.P. was designed.
