There isn't much traffic there now but as it is built up there will be." Mr. Thompson said, "There should also be a parking area near the doors of the arena and another to get into the Restaurant. A spot there would be good. You get a lot of people getting on and off the bus." Coun- cillor Bill Houston sug- gested, "The first park- ing spot thete would be ideal." Councilior Ollie Chapman moved that, "The Council look into this immediately."' Thompson had said in his presentation that, "'My pet peeve is the need for a light at the north east end of the Arena. It's creating a real hazard there." Councillor Bill Houston took up the point and said, '"'Let's get the snow cleared out of there now. I would like to move that we put up a light at the north east end of the Arena." The motion was seconded by Councillor Joe Kennedy and carried unanimous- ly. Reeve Speer read a letter from Education Commissioner Roger Allen announcing that he had finished his Re- port and forwarded it to the Minister of Educa- tion. In the letter Com- missioner Allen praised both the competence and the co-operation of the Township's staff. On a Motion by Coun- cillor George Ramsay seconded by Councillor Ollie Chapman the Council decided to in- crease the deposit for Hydro metre disputes from $7.50 to $50.00. The motion stipulated that the deposit would be refunded if the hydro meter was found to be defective. Reeve Speer introduc- ed the subject. "It is this draw. I don't know whether it is fair for all the hydro payers of Ter- : race Bay to have to bear this cost. When a meter is disputed, the meter is taken down and sent up to Thunder Bay and verified. Our staff have to go back three years to get the use records of the metre and this has recently tied up a lot of their time."' Councillor Ollie Chap- man asked how much the verifications were costing and was inform- ed that the amount was about $2000 a year. Reeve Speer said, "lm also concerned that this is putting a burden on our staff who have to try to talk cus- tomers out of disputing a metre."' Councillor George Ramsay said, "Given what we pay for hydro I think a person has a right to have a metre checked." Speer re- plied, "I agree. What I am suggesting is that we increase the $7.50 depo- sit we have now. If the metre is wrong the deposit is returned im- mediately. The intention is to discourage the nui- sance checks not the legitimate ones."' After some further discussion the Council unamimously adopted a motion increasing the - deposit to $50. The Council adopted a By-law setting the inter- est rate on taxes in ar- rears at 13 per cent. The motion was moved by Bill Houston' and seconded by Joe Ken- nedy. Councillor Ollie Chap- man reported that the regular Recreation Com- mittee meeting would be coming up on the follow- ing Monday night. She said, "There are a couple of things I would like to clarify." Chap- man said that the Rec- reation Committee would be considering a letter from Lucile Ko- dila on behalf of the Terrace Bay Figure Skating Club. Councillor Chapman said, "As a_ personal comment I don't think we give enough recog- nition to kids like Danny O'Keefe and these kids. I think we give too much recognition to kids who do things wrong and not to kids who do things right. We have never supported kids like Danny or this team. I'm not saying anyone going out to a local compe- tition should have sup- port, but Danny O'Keefe and this team are going to National Competitions."' Councillor Bill Hous- ton said, "I would really like to support Ollie in her comments on this. These kids work their hearts out and I don't think we support them enough."' Councillor Joe Ken- nedy agreed, '"'If it's a reasonable amount Mr. Reeve I think we can support it." Councillor George Ramsay said, "I think we can have a motion of support in ptinciple." The Council unaminously approved a motion to support the Skating Team. The Mo- tion was moved by Councillor Joe Kennedy and seconded by Coun- cillor George Ramsay. Councillor Chapman said, "'I have one other item. For part of this week the brine pump was out. The electric starter was defective and a wire was broken. It has been suggested that we get a new one and two spares. The cost of one switch is $900 and we can get two spares for a total of $200. Reeve Speer questioned the cost and the need for a spare switch and was reassured on the point. Councillor Chapman also reported that, "'The Recreation budget is in its last stages and we should be presenting it soon."' Reeve Speer said, 'Having been in the restaurant in the last little while I'm very con- cerned about the floor. To put it bluntly it looked filthy." Council- lor Chapman said that she would bring the 'matter up with the Rec- reation Committee. Councillor Bill Hous- ton said that he would "like to call an Airport Committee meeting quickly. There are one or two things on the agenda including some- one with an interest in building a hanger at the airport." Houston said that another item would be the hours of the weather station. '"When the weather man was brought in I thought it was for 24 hours, now it is down to eight. Traf- fic will be going up and I think we are going to need more. The Com- mittee should look into it and approach the government to provide more financing." CaNn.. Councillor George Ramsay reported that, "Thad one meeting with the Fire Department Chief and the Deputy and we came up with a budget which we will be looking at later. It looks like a very good opera- tion but of course it always has been." Public Works Chair- man Joe Kennedy re- ported that "the motor for the street sweeper is here but not installed. We are still waiting for some parts. We have stripped the old motor down to add parts to the new motor. We will be putting it in ourselves." Councillor Houston said, "Public Works are doing a good job. We are just about at the pavement now and we have had some snow."' Councillor Chap- man suggested that Public Works crews should remove some of the snow from the winds in front of the Recrea- tion Center. Reeve Speer reported that the emergency communications system was now in place and that "we will be carry- ing out an emergency measures communica- _ tions exercise in Ter- trace Bay one of these 'days.' The Reeve also re- ported that the town's building Inspector had been complimented on the quality of a report he prepared for the provin- cial government. "Stan Hodgkiss prepared a re- port on the control of solid fuel stoves. The letter congratulated the Township for having the best of all the sub- missions. I thought that should be brought to your attention."' The Meeting adjourn- ed and Personnel and Budget Committee meetings were held im- mediately after.
