As you know, I was appointed as a one-man commission to investigate the provision of secondary education in small Northern Ontario secondary schools. I was to make recommendations in respect to program, financing and governance. The Minister of Education asked that a report be submitted to her no later than the end of February, 1983. The major portion of my time and, therefore, the largest part of the report deals with the schools in your jurisdiction, and of course the operation of the Board. The report comes at a crucial point for your Board and the four municipalities. I stress that the recommendations represent my best judgement regarding the situation, and remind the trustees that their respon- understanding that after study and consi- deration, she will make it available to the boards of education in Northern Ontario. The second purpose is to express my appreciation to you and, through you, to trustees, senior officials, staff, students and parents who have provided me with background information necessary for the completion of the report. In public and private meetings I have received complete co-operation and cordial acceptance from all interested parties. I wish to express my thanks for the opportunities to contribute to the improve- ment of education programs for young people in Northern Ontario.
