Reeve Harold Fischer laid out the priorities for the new -- Schreiber Council at its inaugural meeting on Tuesday, December 7. Reeve Fischer said that financial. restraint would be the watchword in carrying out the town- ship's business. '"'We will be working on a minimum budget. The town is in the black. The Schreiber's Reeve Harold Fischer -- first and second phases of the water project have not cost us one cent of - debentures." The Reeve went on to say that the third and final phase of the water project would be completed in 1983. The second priority will be an equalised assessment of taxes in Schreiber under sect- ion 86/63 of the Assess- ment Act. The re-as- sessment is the first step in a _ Board-wide re- assessment that will help balance the taxes paid by the four towns of Schreiber, Terrace Bay, Marathon, and Manitou- wadge in the Lake Superior Board of Edu- cation. Reeve Fischer said, "We have tenta- tively committed our- selves to (Education Commissioner) Rodger Allen. We said that if we retain our school we will go into market value assessment."' The Council's third priority will be the de- velopment of a new sub- division. Referring to the township's draft of the subdivision Fischer said, '"'We have four bids in. This is a first step to developing our own subdivision." The Reeve laid out his own philosophy of de- velopment, "I have said it before, I believe in private enterprise, not municipal enterprise." Concluding his re- marks Reeve Fischer said, "To our staff I would like to say Thank- you. Without you we are nothing. To everyone, Merry Christmas and Happy New Year."' Terrace Bay Reeve Dave Speer Reeve Dave Speer opened the first meeting of the new Terrace Bay Council by congratulat- ing the new Councillors on their election and saying "I want to tell you that I am personally pleased with this Coun- cil. I think that we are going to do some good ' work for this town around this table and it is my opinion that we have the potential of sone being one of the best Councils that Terrace Bay has ever had."' Speer said that. the first priority of the new Council was "economic development and a con- sideration of the full subject of secondary in- dustry. The people have given us a mandate to move forward in this area, and we as a Coun- cil, have the collective responsibility to carry out this, the wish of the people of Terrace Bay quickly and aggressive- es The Reeve said the first step would be the formation of a group to start the work. "Speci- fically, I would like to see the Council consider the establishment of an economic development Committee or the ex- pansion of the present mandate of the Planning Board to undertake this responsibility. The Council will have to examine the need for an industrial land bank and the services that go with it, and determine whe- ther we should proceed with the development of a Master Plan for in- dustrial expansion."' Keeping taxes low will be the second prior- ity in 1983 Speer said, "It is my intention to take a stand in favour of limiting tax increases in the coming year to the level of the provincial restraint guidelines and hopefully below that. When we strike our budget we will have to maintain a balance be- tween the costs of muni- cipal operations, the revenues which we have available to us and the maintenance of a solid set of reserve funds."' As part of his cam- paign platform in the recent municipal elect- ions the Reeve stressed the need to do some- thing for the town's senior citizens. In his re- marks Speer said, "We have an ever growing population of senior citi- zens in Terrace Bay and a measure we can take immediately is the call for a new Seniors hous- ing study, with the in- tention of having senior citizens apartments built in Terrace Bay. Our home owners are faced with ever rising main- tenance costs. The O.H.R.P. plan offers us a means of assisting some of them, especial- ly those of fixed incomes."' " Speer said, "It is the usual procedure for the Reeve to appoint the - members of the Council to the various Commit- tees. It is my intention not to do this.
