All-Weather Highways HALIFAX (CP) -- Nova Sco- tia motorists long accustomed to waiting their turn to get through narrow bridges will soon be more concerned with getting the right exit ramp. The provincial highways de- partment has undertaken a pro- gram that will provide a system of all-weather arterial highways within the next four or five years. The plan is to couple con- trolled-access with all-weather construction where possible. All-weather refers to standards permitting full year-round use of highways, ending the bugbear of reduced loads in trucks dur- ing spring thaw.
