It} By THE CANADIAN PRESS MONDAY, Oct. 16, 1967 The Commons held an emergency debate on the announced intention of Dominion Steel and Coal Corp. to close its Sydney, N.S. steel mill by April 30. A motion for the debate by Donald MacInnis (PC--Cape Breton South) was immedi- ately accepted by Speaker Lucien Lamoureux. It was | not opposed by the govern- ment. Mr. MacInnis said the pro- posed shutdown of the mill is a national emergency that would directly affect 10,000 persons--the employees of the |~ plant and their families--and bring into question the sur- sented a private bill in the Commons to restore '"'a par- ticular status" for Indians and Eskimos by permitting them to hunt migratory birds out of season. Donald MacInnis (Cape Breton South) spent eight years in the Cape Breton coal mines before being elected to Parlia- ment in 1957 and his father died in one of them, These mines help feed the steel mill fur- naces. It was the 49-year-old Cape Bretonner's motion that trig- gered the day-long debate on OSCO's announced decision to close its mills at Sydney by April 30. The Commons, accustomed to fire-eating speeches by the tough-talking Conservative MP, found themselves listening to a subdued and obviously worried Donald MacInnis Monday. In the main be avoided recri- minations in his lead-off speech and called for all-party co-oper- ation to prevent the mill closing and resulting layoffs of some 3,000 workers. SPEECH SUBDUED He admitted in an interview later that his remarks were in a lower key than those he usually directs to the govern- ment. "In contrast to my usual approach, I felt there are times when governments can be caught off guard. Although there may have been indica- a complete shock to all." Government speakers said during the debate that OSCO's decision to close the mill, announced Friday, came as a surprise to them. Mine closings and mill shut- downs have been a part of Mr. MacInnis's life. Born and educated at Glace Bay, N.S., he worked at various jobs before becoming a mine- worker. He recalls working at Caledonia Mine at Glace Bay and having been laid off when it closed. His father, Dan Mac- Innis, died in a cave-in at that mine when Donald was two years old. Married in 1947 to Sara Bald- win, the MacInnis's have three sons and two daughters ranging in age from nine to 19. The family stays in Glace Bay while their father tends to parliamen- tary chores here. ELECTED IN 1957 Mr. MacInnis won elections to the Commons in 1957, 1958, was defeated in 1962 and. returned in the general elec- tions of 1963 and 1965. Another Nova Scotian, Health Minister MacEachen, has drawn much of Mr. MaciInnis's personal brand of criticism. This often takes the form of acidulous herkling and Mr. MacInnis has more than once expressed his readiness to set- tle disputes outside the walls of tions that bad news was coming the Commons.
