(CP) -- Plans for a $200,000,000 develop- ment which would more than triple the population of Preston to about 50,000 within 10 years were unveiled here Saturday. The announcement was made jointly by Preston Mayor Terry Halberstadt and developer Charles Watson, president of Peel Village Developments Co. The development, to be known as. Peel Village High lands, will be in the form of a complete satellite city, It Is to be built on 200 acres now within Preston's boundaries and anoth- er 800 acres on two parcels of land in neighboring Waterloo Township.
