Death struck Oct. 21 when a mountain of coal waste--called a "tip" in Wales--slide down the mountainside and swept into the village, burying an elemen- tary school and several houses. The report of an official in- quiry into the disaster headed by Lord Justice Edmund Dav- ies, 60, absolved from blame the seven members of a gang work- ing on the killer mound of waste. The tip was loosened by a spring beneath the waste. The report, published Thurs- day, laid the blame for the ava- lanche squarely with the state- run national coal board and named nine individuals respon- sible in part for the deaths.
