C. Manning's new book on federal politics caused only the gentlest of ripples when it was released Friday. In the book, the premier, dean of Canada's government leaders, calls on the national Progressive Conservative party to lead the country into a po- litical renewal at the federal level. Mr. Manning says the Social Credit movement, of which he has long been the philosop! 'cal leader, cannot alone effect a na- tional political renaissance. The conference opens Monday in the suburban resort of Mai- son Montmorency. V. F. Valentine, professor of sociology at Carleton University here and co-ordinator of the conference, said all nine de- clared contenders have been in- vited and as far as he knew all would attend. But he added that the candi- dates have been "'asked not to seek opportunities to speak." Conservative Leader John Diefenbaker had been asked to attend but had not yet replied. SEEK GUIDELINES The conference is to produce suggestions and guidelines for the 400-member policy advisory committee of the party, which meets in Toronto immediately before the Sept. 6-9 leadership convention. Prof. Valentine, outlining plans for the thinkers conclave at a press conference, said there will be a heavy represen- tation of university people--not necessarily conservative in out- look. He said some 48 acaden.ics have accepted, along with 42 Conservative members of Par- liament and the legislatures and 42 "'lay'"' people. Asked how many of the parti- eipants are adherents of the Conservative party, he replied: "T would say roughly two- thirds--perhaps more. I didn't even think of breaking it down that way." DAVIS CHAIRMAN He said the chairman of the four-day conference will be On- tario's education minister, Will- iam Davis, who also will be chairman of the convention po- licy committee. Mr. Davis had been consi- dered a_ possible leadership candidate but now is expected to stay out of the race. Premier Robarts of Ontario, also considered a possible candi- date, will speak to the confer- ence Wednesday night. Prof. Valentine said he he- lieved the original idea for the conference came from Party President Dalton Camp, al- though he was not certain of this. Mr. Camp is to attend. MacDonald Raps Government For Delay On Medicare TORONTO (CP) -- Donald MacDonald, Ontario New Demo- cratic Party leader, said Friday the Ontario government "'is dragging its feet on medical in- surance in an effort to protect the insurance companies and the private medical carriers." "The federal government's in- sistence that medicare must be run on a non-profit basis by a public body is an obvious and essential fact," Mr. MacDonald said in a statement. Premier Robarts said Thurs- day he was concerned at Ot- tawa's insistence that private plans be eliminated fron: the medical insurance program. E. H. Brady, an Ontario Housing Corporation official, said today. He said builders will be ex- cluded from applying for the 251 lots in phase one, which will be offered on a first-come, first- served basis. At the same time, 1,045 un- serviced lots in the HOME's phase two at Bramalea will be offered to both builders and in- dividuals until 75 per cent of the lots have been taken. Then builders will be excluded until individual demands have been met, Mr. Brady said. The unserviced lots will be made available to applicants as servicing is completed during the next few months.
