Building Increases In Houses OTTAWA (CP)--The number ef housing starts in Canada turned still higher in April as construction began on many hew apartments and other mul- tiple dwellings, the Central Mortgage and Housing Corp. Wednesday. CMHC estimated that activ- fty in urban and smaller cen- tres hit an annual rate of 160,- 000 units during the month. This compares with a national target of 170,000 units. The urban starts for the month were 8,220 units, up 26.1 per cent from April, 1966, and representing a seasonally - ad- justed annual rate of 134,700 units, The annual rate for March was 114,200 units. The month also revealed, however, a substantial drop in participation by private lend- ers. Their loan applications dropped 81.4 per cent to 345 units from 1,855 units a year earlier. The total compared with an extraordinary level of 11,875 units in March, almost all of them representing Toronto apartment projects. An official of CMHC said the April 1 drop in the National Housing Act lending rate to seven per cent from 7% per cent had been predictable, and lenders were taking advantage of the higher rate in March. April starts on apartments and other multiple Rree a reached an annual rate of 81,- 600 units, an increase of 38.1 per cent over 1966. It more than off- set the decline in starts of these dwellings in the first three months of 1967.
