On the one hand there is a continuing and serious short- age of adequate housing in France. Two - thirds of France's housing was built before 1914. A quarter of the population lives in over- crowded conditions. Much of the existing housing, particu- larly in the country, is still po -- pone oy - Gov- ar On the other hand, many new homes and apartments remain empty for months. A recent study showed that nearly 9,000 new apartments were vacant in the Paris area alone--a quarter of the total built since the beginning of the year and enough to ac- commodate 40,000 persons. PRICES TOO HIGH Construction compa- nies blame a shortage of mortgage money and a sud- den spurt of building, particu- larly of elegant complexes of apartments going up around the major cities. But potential buyers complain that prices are just too high, that the cost of an apartment has doubled in the last 10 years. The bidonvilles are a partic- ularly malicious aspect of the whole housing problem. Spreading like cancerous growths across disused waste land, they generally comprise nothing but shacks built from remnants of wood and metal. Usually there is no electricity, running water or sanitary fa- cilities. Drinking water must be fetched from a nearby tap. The more enterprising of the inhabitants have opened shack-type cafes and shops and some even "rent" lean- tos they have built on spare land to fellow emigres.
