Despite reservations as to methods of carrying out the will of the General Assembly, Mar- tin's statement was the most ad- vanced position Canada has taken in the long UN battle to end South African rule in South- West Africa. SHOW STRONG FEELING Strength of African feeling on the issue was made evident once again in speeches by rep- resentatives of Mali and Uganda. Foreign Minister Ousman Ba of Mali said 'The problem of South-West Africa is one link in the chain of an international conspiracy" to keep in subjec- tion the African Negroes still under "European" rule. The appeal was contained in a statement issued at the end of a week-long conference of 15 bishops and archbishops, pre- sided over by the pope's per- sonal envoy, Msgr. Sergio Pig- nedoli, the Vatican representa- tive in Ottawa. The statement repeated Pope Paul's recent message urging the warring parties to open ne- gotiations "even. if.it means some disadvantages." South Viet Nam, a predomin- antly Buddhist country, has a minority of about 1,500,000 Ro- man Catholics among its total population of some 15,000,000.
