The Ottawa index was up .1 to 143.7, Winnipeg's .2 to 139.3, Saskatoon-Regina's .1 to 135.8, Edmonton-Calgary's .3 to 134.1 and Vancouver's .1 to 138.3. Hydro May Cost Quebec Millions By CLAUDE HENAULT QUEBEC (CP)--Quebec's re- fusal to recognize the Quebec: | Newfoundland border may force the former into spending $200,- 000,000 prematurely, top Hydro- Quebec officials say Two men, Michel Kazanovitch and Rene Levasseur, were in- terviewed separately Monday and Tuesday during a visit to Quebec's gigantic hydroelectric project on the Manicouagan and ugardes rivers in northern Quebec Mr. Kazanovitch, who co-ordi- nated building of the project's Manic 2 dam, costing slightly more than $150,000,000, said that if agreement. is not reached soon on the proposed Churchill Falls project in Labrador. Que- bec will be forced to accelerate its hydro projects. "An agreement to develop Churchill Falis must be signed by September and the work be- gun there immediately because there will be a hole in Quebec's electricity-producing system by 1961 or 1972 and some way of filling that hole must be found."
