Clarity of thought was a hallmark of Mr. Justice Rand on.the bench, and it will get a difficult workout when he vomes to write his decision. The issues are far from the open - and - shut question of law-breaking, and they also cut across the two careers of Mr. Justice Landreville--the municipal politician and the judge. There is no neat legal precedent ayailable for gui- dance; the commissioner will have tp make his own. So far the evidence--and only Mr, Justice Landreville's remains to be heard--has not | turned up anything basically changed from what has trick- led out in dribs and drabs since a disputed stock ar- | rangement hetween the judge and gas company officials was uncovered in 1962. The bare bones of it is that NONG got a municipal gas franchise from Sudbury during Mayor Landreville's tenure in 1956 | and seyen months later -- after he had gone to the bench--he received free 7,500 shares of company stock. These turned out to be worth | about $17, 000. According to the evidence, the share deal came about this way: While the NONG franchise was still hanging fire but pretty sure to pass city council, the mayer pro- posed to company executives that he should go to work for it in a legal capacity after leaving office, and this was agreed to. He was to be given a stock option deal, as had been done for others in the firm. His appointment to the bench cancelled any obliga- tion under the. option, accord- ing te NONG President Ralph K.
