12 MONTHS NEEDED FOR TRANSITION OTTAWA (CP) -- The full ef- fect of Finance Minister Sharp's DID YOU MAKE A WRONG TURN? Three-year-old Neil Sea' brook is entranced by be- draggled young penguin waddling on Maroubra beach at Sydney, Australia, after rough weather washed it ashore. The penguin was promptly dubbed "Percy." (AP Wirephoto by cable from London) UAW Launches U.S. Test Case WASHINGTON (CP) -- The United States tariff commission gaid Wednesday it has turned in a "purely factual'"' report on the first claim for damages filed by workers dislocated by the auto production agreement between Canada and the United States. A special board established by said he understands about 120 had been. affected intially but, with the industry running in high gear, most had picked up other jobs. However, the union had de- cided that even if one man re- mained unemployed, the dam- ages section of the U.S. legisla- tion would be tested. Canada's side of the produc- tion-sharing agreement contains similar provisions for compen- sating workers or companies that can prove damages as a result of. the agreement, which| eliminated tariffs between the two countries at the manufac- turer's level on new cars and! original parts. VANDALS SEEK DARK CORNER BROOK, Nfld. (CP) About five per cent of the street lights in this western Newfound- land city are always out of or- der because of vandalism, says city planning officer E. C. Reid. income tax changes, announced Tuesday night in his - budget speech, will not be felt by most taxpayers when they make up their returns next spring for the 1966 taxation year. It wil only be felt if the changed rate prevails for a full 12 months from June 1, this year, when they go into effect. Another budget probably will be presented before June, 1967, which may include further changes in the income tax rate. The following tables show fed- eral taxes which will be payable for the calendar year, taxes which would be payable if the new rates were in effect for a full year, and taxes payable if no change had been made by Mr. Sharp. The federal tax payable does not include provincial income tax or old age security tax, but includes an abatement of 24 per cent in accordance with current federal - provincial arrange- ments. It assumes the taxpayer takes the standard $100 deduc- tion for charitable donations. The following table shows, in order of columns, income, tax payable: for 1966, tax payable in a full year and tax paid before the change. Agriculture Minister George 9 Hutton said Wednesday rain during that period could have a serious effect, but the five-day weather forecast indicates only moderate precipitation. "The Red's watershed, reach- ing deep into Minnesota and neighboring North Dakota, still has substantial snow cover. Flood forecasters predict a peak crest of 26 to 29 feet above winter average ice level. This compares with 30.3 feet in a disastrous flood at Winnipeg April 13-22, 1950.
