Clay Honored, Arrested Both In The CHICAGO (AP)? -- Heavy- weight boxing champion Cassius Clay was charged with -dis- orderly conduct when, following a traffic arrest Tuesday, he dared a policeman to hit him so he could "sue the govern- ment," the police officer said. Clay and three other men were stopped on the city's south side while riding in a car that had no licence plates or city vehicle sticker. A policeman said Clay be- came boisterous and arrogant when he was questioned. "Clay said we couldn't stop him because he's the champ," said the policeman, Thomas Faragoi. Clay kept asking the police- man to hit him so he could sue the government, Faragoi said. Faragoi said he and his patrol partner, Lawrence Foreberg,| stopped the car, driven by/ Johnny Cae, 47, of Chicago, after they saw it circling a block and noticed it had no state licence plates or city sticker.
