Almost every week headlines report the latest trouble at Eng- lish League games and sports writers issue dire warnings of the depths to which professional soccer may fall if something isn't done. Across the country groups of disgruntled fans vent their dis- pleasure by bombarding players with bottles, beer cans or any- thing that comes to hand--in- cluding a dead hand grenade at one recent match. Hooligans cause damage to) property and dozens are fined| for smashing windows and wrecking the fittings of excur- sion trains taking fans to out- of-town matches. Critics admit the dangerous element is a minority but em phasize that these few are nevertheless causing harm to British soccer. | Proposals to solve the prob-| lem have come from many quarters and there have been many demands for the Football Association to. take a strong line. The FA has formulated a plan? which will be put into effect as} soon as it can get co-operation from the home office, the gov- ernment department respon- sible for law enforcement. The soccer authorities want more police and club. officials in the crowds to stop trouble before it spreads. They also want the home office to give judges the power to impose big- ger fines on rowdies who are convicted, The most important aspect of EDEE! . i Ua hemo oo PICNIC JUG Modes gsi! 0 $7.95 (c=y electric STONELINED Water Heater GREATEST SCIENTIFIC ADVANCE in the history of woter heaters, Cole- man's revolutionary Vit-Rock Water Heoter -- with its stonelined tonk -- absolutely will not corrode or rust. & 15 year Guarentee, & Fully Automatic . . . 100% safety controlled. 3& Canede's ONLY BONDED Water Heater. (OW MONTHLY TERMS Coleman, the plan is the stiffening of pen- alties for players who deliber- ately break the rules. The FA} suggests much of the trouble arises from the bad example given by players who use ille- gal tactics without compunc- tion, These men must be pen- alized and, if necessary, banned) if they do not mend their ways, it says. A growing lobby of opinion is convinced that the whole prob- lem is based on poor control of jhe game by weak referees. lt is the referee's job to keep the match clean and gain the player's respect by showing |who's boss. If the standard of refereeing is improved, so the argument goes, then general| improvement will follow. Sir Stanley Rous, president of the Federation of Footbal] As- |sociations, has stepped into the world soccer fray by issuing a strongly - worded memorandum "Ito the member associations on disciplining erring football clubs jand their spectators. He recommends that if spec- tators get out of hand at a match, then it should be aban- doned and if disturbances oc- cur at further matches, the ground should be closed for al period. He also advises that teams --| league and national -- should be excluded from international tournaments such as the Euro- pean Cup and the World Cup if ithey are guilty of gross misbe- | havior 0 on | the" field. «+» 19,00] minor penalties. ahead of more paced the way to victory,| as both played well offensively 'and defensively.
