TWO VOTES SEEM ENOUGH Greek Parliament Safe Until Spring By SAM MODIANO ATHENS (Reuters) -- The government of Greek Premiler Stephanos Stephanopoulos, with a margin of only two votes ina 300-seat House, seems likely to " gurvive until spring, observers here say. A spring election would not be surprising. When Stephanopoulos: two months ago patched together a majority to end a two-month- long government crisis, former premier George Papandreou pledged a "'relentless struggle" to bring the new government down. But Stephanopoulos has frus- trated Papandreou's demand for immediate elections, and has the votes to win his next key measure -- a switch to straight proportional represen- tation voting instead of the complex French - style system which in February, 1964, gave Papandreou 171 seats. To assemble his majority and end in September the crisis which followed Papandreou's resignation after a dispute with young King Constantine, Steph- anopoulos lured 45 dissidents from Papandreou's Union of the Centre party. They now are busy forming a '"'democrat- ically-ruled" centre party. The other supporters of Steph- anopoulos' cabinet are the 99 deputies of the National Radi- cal Union and eight Progres- sives. Papandreou's Centre party remnants are allied in opposition with the 22 legisla- tors of the United Democratic Left, labelled a front for the outlawed Communist party by the Greek police. CLASH WITH CHURCH? The biggest worry ahead for Stephanopoulos is a clash with the hierarchy of the Greek Or- thodox Church. Pending pas-| sage of a new law allowing | bishops to switch from one dio-| cese to another, the govern-| ment banned the election of new bishops. But the hierarchy elected 15 of them. andreou stands a chance of gaining new popularity and| strength by backing the metro- politans of the church, Stephanopoulos has already fulfilled hi> first vital promise --to restore law and order to Greece. One of the United Dem- ocratic Left's leaders recently disclosed that the party and other Papandreou backers had staged 3,000 separate street demonstrations during the riot- ous parliamentary crisis last summer, Now the police have strict or- ders to prevent any disturb- ances. Some recent demonstra- tors have been prosecuted, in- cluding those who shouted abuse at King Constantine and the royal family.
